Book excerpt: Infrastructure projects are particularly vulnerable to corruption due to the complexity of processes and relationships between private and public entities, and the large-value contracts involved. Corrupt agreements can affect any phase of an infrastructure project, and the outcomes include reduced competition, poor-quality construction or infrastructure that does not meet value-for-money criteria. This PhD thesis brings together insights from economics, sociology and psychology to develop a broad framework of corruption with the focus on individuals, their actions and the settings in which corruption occurs. This framework is then applied to the bidding phase of physical infrastructure procurement. The method used to consolidate and analyse disparate theories and models of corruption across different disciplines is Elinor Ostrom"s Institutional Analysis and Development framework. Key variables of the corruption phenomenon are identified and organised using the IAD framework, and two models are developed. The first is a game-theoretic model analysing the importance of social networks and trust between corrupt partners and the intermediaries who facilitate corrupt exchanges. The second is a simulation model of decision-making processes in corrupt agreements based on a conflict of social norms and individual self-interest. The second model proposes a method of linking legitimacy of institutions, group behaviour status quo, and social network connections, with selfseeking behaviour. Case studies are then developed based on documents filed to support prosecutions under the US Foreign Corrupt Practices Act 1977. The proposed methods of corruption reduction are based on organisational controls and collectiveaction methods.

However, large gap between demand and supply is observed in both developed and under-developed countries. Such gap is induced by two reasons, lack of fund invested in infrastructure procurement and low procurement efficiency due to corruption. Closing this gap can improve the economy of a country, help business to thrive and make citizens better off. This dissertation focuses on dealing with the low procurement efficiency in the context of private participation in infrastructure procurement. Based on literature review, stakeholder management, decentralization and agency problem is identified as three key fields in tackling corruption problem. Therefore, a framework incorporating these three fields is built. Based on hierarchical principal-agent model and highway pricing model, such a framework also bridges the engineering and economic models. Several vital problems in post-tender phase of infrastructure procurement are studied. Cost overrun is a problem plaguing all the infrastructure projects and using the framework, a model is established to distinguish the unintentional cost overrun due to technical uncertainty and intentional one induced by selfish motivation of official. The corruption in renegotiation of PPP projects is also investigated. Different scenarios based on the institutional monitoring and anti-corruption governmental contract are studied. This dissertation's contribution is three-fold: Firstly, a framework connecting two dimensions, that is, horizontally the stakeholder management, decentralization and agency problems and vertically the engineering and economic models, is established. Secondly, the corruption problems in post-tender phase of infrastructure project are addressed, given that previous research in such field is limited. The degree of distortions is higher with weaker auditing institutions. The evidence presented shows that higher corruption is associated with (i) higher public investment; (ii) lower government revenues; (iii) lower expenditures on operations and maintenance; and (iv) lower quality of public infrastructure. The evidence also shows that corruption increases public investment while reducing its productivity. These are five channels through which corruption lowers growth. An implication is that economists should be more restrained in their praise of high public sector investment, especially in countries with high corruption.

Corrupt acts are subject to decision making authority and assets available for grabbing. These assets can be stolen, created by artificial shortage, or become available as the result of a market failure. Assets that are especially exposed to corruption include profits from the private sector, revenues from the export of natural resources, aid and loans, and the proceeds of crime. Whether or not opportunities for corruption are exploited depends on the individuals involved, the institution or society they are part of, and the law enforcement circumstances. Corruption usually persists in situations in which players are aware of the facts but nonetheless condone the practice. Absence of reaction can result from information asymmetries (in which the people who are supposed to act are not aware of the need to act), coordination failure, patronage-determined loyalty, and incentive problems at the political level. This review of results and insights from different parts of the scholarly literature on corruption focuses on areas where research can guide anticorruption policy. The report also describes a number of corruption-related challenges in need of more attention from researchers.

It looks at different approaches to estimating the extent of corruption and reports on the results of such studies. It suggests that there is considerable evidence that most existing perceptions measures appear to be very weak proxies for the actual extent of corruption in the infrastructure sector, largely (but inaccurately) measuring petty rather than grand corruption. Existing survey evidence is more reliable, but limited in extent and still subject to sufficient uncertainty that it should not be used as a tool for differentiating countries in terms of access to infrastructure finance or appropriate policy models. The paper discusses evidence for the relative costs of corruption impacts and suggests that a focus on bribe payments as the indicator of the costs of corruption in infrastructure may be misplaced. It draws some conclusions regarding priorities for infrastructure anti-corruption research and activities in projects, in particular regarding disaggregated and actionable indicators of weak governance and corruption.
