Book excerpt: This report, based on both historical data and on a survey of new 1988-1989 hires in Indiana, examines the sources of teacher supply and the paths into teaching taken by newly hired teachers, and the ways these paths have changed over time. Surprisingly, experienced teachers today account for a larger proportion of new hires than inexperienced teachers; experienced teachers have grown as a proportion of new hires from 15 to 30 percent. Since the number of new hires has sharply decreased since the mid-1970s and most of these new hires are older, the average age of the teaching force has increased, suggesting that an effort must be made to attract young people to teaching to offset the supply reduction that will occur in 10 to 15 years as older teachers retire. The survey data examined here present a picture of a fluid, responsive, and dynamic teacher labor market. The findings suggest that a greater degree of cooperation between school districts and businesses might be a cost-effective way to recruit. Low-cost certification programs and scholarships might serve to attract career switchers. However, there seems to be little states can do to prevent breaks in service for teachers who leave and later return to teaching.

This study responds to a request from state education agencies in the Midwest Region (Illinois, Indiana, Iowa, Michigan, Minnesota, Ohio, and Wisconsin) to learn more about teacher supply and demand studies conducted in neighboring states. The study aimed to determine: (1) what motivates states to assess teacher supply and demand; (2) what methodologies do Midwest Region states employ to monitor teacher supply and demand; (3) what the costs are of various state approaches. The study found that state education agencies conduct teacher supply and demand studies to comply with federal laws and regulations, including provisions of part B of the Individuals with Disabilities Education Act, federal regulations on loan deferment or forgiveness programs and scholarships, and Title II requirements of the Higher Education Act. Appended are: (1) Descriptions of codes of federal regulation and federal law related to teacher shortage areas; (2) The literature review for forecast models; (3) Interview questions; and (4) Data reported in most recent teacher supply and demand reports, by Midwest Region state. Available in PDF, EPUB and Kindle. Book excerpt: This report examines the patterns of teacher attrition among full-time teachers in Indiana from 1965 to 1987. The study's objectives were to assess the current state of teacher supply and demand in Indiana, recommend policies to ensure an adequate supply of certified teachers, and provide the Indiana State Department of Education with the capability to monitor and perform future assessments of teacher supply and demand. The introduction outlines a rationale for the study and provides definitions of attrition. The report goes on to present and discuss a theory of teacher attrition, to examine trends in attrition in Indiana and patterns of attrition among new teacher cohorts, and to analyze attrition over the career and over the first four years after entry using multivariate analysis. Study findings include, among others: (1) both annual and permanent teacher attrition rates have fallen steadily over time with the exception of a period in the late 1970s characterized by involuntary reductions in staff; (2) attrition in entering cohorts of new teachers is at its lowest level in 25 years; and (3) lower attrition of women teachers during early to mid-career accounts for a significant portion of the overall attrition decline. An appendix provides regression estimates for Cox models of teacher attrition. The main report is preceded by a substantial summary of its contents. (Contains 28 references.) (JDD)
