Book excerpt: With the enrollment of students critical to our society economy, and the mission and financial sustainability of most higher education institutions, understanding the relationship between population changes and enrollment is important. A group of institutions that may be the most vulnerable to population changes are four-year regional public institutions. Regional public colleges and universities tend to receive inadequate state support compared to other public peers and have limited options for increasing net tuition revenue. As a result, reductions in the population of potential students could have severe impacts on regional publics and their ability to offer necessary programs or remain fiscally sustainable. This dissertation examines the relationship between cohort changes of full-time equivalent high school graduating cohort (18 year olds) and the outcome variables of institutional undergraduate full-time enrollment and net-tuition revenue. This dissertation first studies non-profit Title IV-eligible institutions of higher education and then focuses specifically on regional public colleges and universities. To study my research questions, I use a panel fixed effects model that controls for state-level time-invariant factors and national trends over time. To determine if using different classifications for regional public institutions changes the results, I use various classifications of regional publics reported in the literature. The results indicate that during the full study period of 2000-2018, there were differences in the enrollment and net tuition revenue responses to cohort changes by public and private institutional types. For public institutions, there was a moderate to strong relationship between the cohort size of 18 year old individuals and both undergraduate full-time equivalent enrollment and net tuition revenue, especially for regional public colleges and universities. For private institutions, the relationship between cohort size and enrollment and net tuition revenue was moderate, with research privates having almost no relationship and baccalaureate privates having a moderate to strong relationship. When using the same estimation for different time periods relating to the great recession (2000-2007, 2008-2010, 2011-2018), the effects on enrollment were similar across time periods and the effects on net tuition revenue were slightly stronger during the 2011-2018 period. Overall, the results indicate that cohort changes matter for all classifications of regional publics. The findings extend upon previous research by exploring a new period of the 2000s and 2010s, two decades characterized as periods of momentous change for higher education. The findings also explore enrollment and net tuition elasticities for new classifications of regional public institutions. Finally, this dissertation's findings help inform future academic, budget, and policy planning decisions at the institution, state, and national levels.

The scholarly research devoted to this topic over the past forty or more years has been very limited especially on the impact of discounting tuition on the finances and net revenue of the institution. This study traced trends in total student enrollment, minority student enrollment, low-income student enrollment, net tuition revenue, tuition and fees, institutional discounting, including funded and unfunded institutional aid, selectivity, and SAT scores; examined the existing relationships between net tuition revenue and institutional factors such as institutional discount rate, funded tuition discount rate, unfunded tuition discount rate, enrollment of low-income students, minority student enrollment, and selectivity; and probed into whether tuition revenue could be determined by one or a combination of institutional factors including net tuition revenue, funded tuition discount rate, unfunded tuition discount rate, enrollment of low-income students, minority student enrollment, and selectivity at the 121 private, not-for-profit, liberal arts institutions in the United States. This research study did show that a strong, negative relationship existed between the funded and unfunded institutional tuition discount rate and net tuition revenue.

Book excerpt: This report attempts to define the nature and dimensions of the "college affordability crisis." It covers trends in college costs, student ability to pay, and some of the ways in which affordability problems are being addressed. The report finds that while annual growth in college costs has slowed, cost continues to exceed growth in family income and in the Consumer Price Index, but it notes that high tuition is not universal. It discusses student and family concerns about affordability and debt burdens on students after they leave college.It also notes that institutional reactions to these concerns include an increase in college-supported student aid. In looking at why college costs are rising, it notes that one factor is reduced growth in state funding, but also finds that an increasing number of private four-year colleges discount tuition. The report also discusses changes in federal student aid; looks at other explanations for the growth in tuition, including colleges' financial conditions; reviews policymakers' positions and views on affordability; and gives examples of how the media looks at affordability. Appendix tables provide comparative tuition data vis-a-vis income and enrollment, and grant aid as a percentage of total costs. (Contains 60 references.) (CH)

Those disparities are caused not only by fundamental differences in health status across segments of the population, but also because of inequities in factors that impact health status, so-called determinants of health. Only part of an individual's health status depends on his or her behavior and choice; community-wide problems like poverty, unemployment, poor education, inadequate housing, poor public transportation, interpersonal violence, and decaying neighborhoods also contribute to health inequities, as well as the historic and ongoing interplay of structures, policies, and norms that shape lives. When these factors are not optimal in a community, it does not mean they are intractable: such inequities can be mitigated by social policies that can shape health in powerful ways. Communities in Action: Pathways to Health Equity seeks to delineate the causes of and the solutions to health inequities in the United States.
