Book excerpt: ORIGINS OF THE CONCEPT The origins of the concept of virtual elimination are unclear, but it seems to have first appeared during final closed negotiations leading to the 1978 update to the 1972 Great Lakes Water Quality Agreement (GLWQA) between the United States and Canada.(1). [...] DEFINING VIRTUAL ELIMINATION By its Fifth Biennial Report to the Parties (1990), the IJC had become very concerned about the problem of toxic chemicals in the Great Lakes, and it urged the Parties to "take every available action to stop the inflow of persistent toxic substances into the Great Lakes environment." In 1991, the Commission set up a Virtual Elimination Task Force to investigate the req [...] Seen in this light, the Commission believes that virtual elimination is the necessary and reasonable goal, and zero discharge, or nil human input, is the necessary and not unreasonable tactic for achievement of the virtual elimination strategy.(8) THE BINATIONAL STRATEGY The IJC's Seventh Biennial Report adopted the Task Force's work in toto and further recommended that: Governments adopt a specif [...] The challenge reductions, therefore, do not amount in and of themselves to virtual elimination but are interim goals toward that end.(11) In Canada, the federal government and the Government of Ontario cooperate toward achieving the goals of the GLWQA through the Canada-Ontario Agreement Respecting the Great Lakes Basin Ecosystem (COA). [...] Section 77(4) of CEPA 1999 makes virtual elimination mandatory: (4) Where the Ministers [i.e., the federal ministers of Environment and Health] propose to take the measure referred to in paragraph (2)(c) in respect of a substance and the Ministers are satisfied that (a) the substance is persistent and bioaccumulative in accordance with the regulations, (b) the presence of the substance in the envi.

Book Frames in the Toxicity Controversy

Download or read book Frames in the Toxicity Controversy written by Arnold Tukker and published by Springer Science & Business Media. This book was released on 2012-12-06 with total page 393 pages. Available in PDF, EPUB and Kindle. Book excerpt: Preface When you write a book like this after ten years' working as an environmental specialist, you end up with something that reflects your career. Of course, when I started working at the Ministry of the Environment in the Netherlands, I could not foresee that I would now be at TNO, nor that I would have performed research into chlorine, PVC, waste, etc. , that would come to form the basis for this book. But step by step, with some coincidence and with the support of several people - who were probably unaware of the crucial role that, with hindsight, they played - I arrived at a position where I could start to consider this enterprise. At this point I shall try something dangerous - thanking a few of those people who gave that support. At the same time, it is obvious that I cannot mention them all. I hope that those whom I do not mention will forgive me. A first, crucial moment in this sequence of events came quite soon after I joined TNO in 1990. Just a few weeks later, all the senior staff in my section decided to leave in order to set up their own company. I decided to stay at TNO. As a consequence, I had to manage it on my own.

This book was released on 1999 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: In 1993, the reference year of the agreement, five of the eleven targeted substances were found in the effluents of 47 of the 106 priority plants encompassed by the agreement. [...] It also incorporates the quality of the watercourse at the source point of a contaminant and the characteristics of the discharge mixture in the watercourse. [...] Without taking sides in the debate over the definition of virtual elimination, the Protection component considered a substance's "virtual elimination" to be its "quasi elimination." Because of the component's scope, the target was limited to the virtual elimination of discharges in the effluent of the SLV 2000 priority industries. [...] From an environmental point of view, the promotion of and compliance with the Environmental Discharge Objectives by the end of SLV 2000 can be considered an enormous step towards the acceptance 4 and implementation of the virtual elimination of substances of concern. [...] However, the detection limit of the method used was not adequate to verify compliance with the EDOs so we do not know whether the first step towards the virtual elimination of PCBs in pulp and paper mills was completed.

This book was released on 1999 with total page 14 pages. Available in PDF, EPUB and Kindle. Book excerpt: One of the components of the St. Lawrence Action Plan has the objective of long-term virtual elimination of 11 persistent, bioaccumulative toxic substances in environmental discharges. This assessment document looks at progress made toward this objective. It begins with a list of the 11 targeted substances & their sources, as well as definitions of terms. It then explains the approach for calculating environmental discharge objectives and presents results of analyses of effluents from the industrial plants participating in the Plan. Results are compared between 1993 & 1998 for the following contaminants: polychlorinated biphenyls, benzo(a)pyrene, mercury, dioxins & furans, and hexachlorobenzene.
