A detailed analysis of the philosophical arguments of Helmholtz's Erhaltung der Kraft shows that he took physical theories to be constrained by a regulative ideal. They must render nature "completely comprehensible", which implies that all physical magnitudes must be relations among empirically given phenomena. This conviction eventually forced Helmholtz to explain how geometry itself could be so construed. Hyder shows how Helmholtz answered this question by drawing on the theory of magnitudes developed in his research on the colour-space. He argues against the dominant interpretation of Helmholtz's work by suggesting that for the latter, it is less the inductive character of geometry that makes it empirical, and rather the regulative requirement that the system of natural science be empirically closed.

This was the ?rst international school speci?cally dedicated to ultra high energy cosmic rays. Its aim was to familiarize with and attract students, physicists and astronomers into this quickly developing newresearch ?eld. The mysterious and currently unknown origin of the most energetic par- cles observed in Nature has triggered in recent years theoretical speculations ranging from electromagnetic acceleration to as yet undiscovered physics - yond the Standard Model. It has also lead to the development of several new detection concepts and experimental projects, some of which are currently - der construction. By its nature, the ?eld of ultra high energy cosmic rays is therefore highly interdisciplinary and borrows from astrophysics and cosmology, via particle physics, to experimental physics and observational astronomy. One main aspect of the school was to emphasize and take advantage of this interd- ciplinarity. The lectures were grouped into subtopics and are reproduced in this volume in the following order: After a general introductory lecture on cosmic rays follow two contributions on experimental detection techniques, followed by three lectures on acceleration in astrophysical objects. The next four contri- tions cover all major aspects of propagation and interactions of ultra high energy radiation, including speculative issues such as newinteractions.

Book excerpt: Speaking Private Authority: The Construction of Sustainability in Forests and Fisheries expands upon current understandings of the emergent global phenomenon that is private authority. As private authority is becoming increasingly important in the conduct of global governance, broadening our collective understanding of it will prove beneficial. Roberto J. Flores argues that private actors are not simply outgrowths of existent social structures or material conditions, rather they are purposive agents strategically pursuing an agenda. Therefore, explaining private authority requires an examination of the constitutive elements that underlie this social phenomenon––to which the author applies an analytical framework that combines social network theory with discourse analysis. The author applies these tools to two cases taken from the environmental sector––forests and fisheries—and finds that as environmental politics takes on an increasingly networked character the actors that are best able to generate and wield private authority are those that strategically place themselves in-between networks through the construction of discursive nodal points around which competing actors are forced to converge—at the level of identity. The case studies specifically look at how particular actors leveraged construction of the sustainable development concept in order to strategically place themselves in advantageous positions for exercising private authority.
