An attempt has been made to collect and cite all cases bearing on the subject, except a few which pertain exclusively to State regulation of fares, a subject which belongs to carriers Of goods and warehousemen as well as to carriers of passen gers. The plan of this work is the same as that of the author's work on Negligence, and the table of cases embraces aconcordance of citations constructed on the same plan. The notes are designed to contain a complete treatise on the law of carriers of passengers, and the select cases printed at the head Of each chapter are used merely as a text introducing the notes. The book is thus designed to give the practitioner the advantage of a number of leading cases, combined with a treatise, upon a considerable title of the law. In constructing the notes, fine writing has not been aimed at, but a constant effort has been made to attain substantial accuracy. If the practitioner shall find in this volume any aid to his labors, it is desired that he should accord a large share of the credit to Mr. Edwin G. Merriam, to whose analytical skill and painstaking industry its completion in its present form is largely due. It is also a pleasure to state that Mr. Frank W. Peebles and Mr. William L. No treatise on the law of carriers would be complete unless it contained references to cases decided in the United States. The enormous distance between the different towns in that country has made this branch of the law one of extreme importance there, and the treatises of Story and Angell on it are held in reverence by lawyers throughout the world. The writer hopes a generous allowance will be made for shortcomings, as the branch of law dealt with con tains somewhat intricate questions connected with the receiving and forwarding of traffic, and the equal treat ment of the public by railway and canal companies. The Railway and Canal Traffic Act, 1888, is set out in the Appendix, and noticed in the text. The writer has not dealt with the practice before the Railway and Canal Commissioners, as the procedure is not yet settled; and he intends hereafter to devote a separate work to the subject. The FAA is supporting the development of promising new technologies that can reveal the presence not only of metal-based weapons as with current screening technologies, but also detect plastic explosives and other non-metallic threat materials and objects, and is concerned that these new technologies may not be appropriate for use in airports for other than technical reasons. This book presents discussion of the health, legal, and public acceptance issues that are likely to be raised regarding implementation of improvements in the current electromagnetic screening technologies, implementation of screening systems that detect traces of explosive materials on passengers, and implementation of systems that generate images of passengers beneath their clothes for analysis by human screeners.
