While it is often assumed that policymakers favor the interests of some citizens at the expense of others, it is not always evident when and how groups' interests differ or what it means when they do. Who Gets Represented? challenges the usual assumption that the preferences of any one group—women, African Americans, or the middle class—are incompatible with the preferences of other groups. The book analyzes differences across income, education, racial, and partisan groups and investigates whether and how differences in group opinion matter with regard to political representation. Part I examines opinions among social and racial groups. Relying on an innovative matching technique, contributors Marisa Abrajano and Keith Poole link respondents in different surveys to show that racial and ethnic groups do not, as previously thought, predictably embrace similar attitudes about social welfare. Katherine Cramer Walsh finds that, although preferences on health care policy and government intervention are often surprisingly similar across class lines, different income groups can maintain the same policy preferences for different reasons. Part II turns to how group interests translate into policy outcomes, with a focus on differences in representation between income groups. James Druckman and Lawrence Jacobs analyze Ronald Reagan's response to private polling data during his presidency and show how different electorally significant groups—Republicans, the wealthy, religious conservatives—wielded disproportionate influence on Reagan's policy positions. Christopher Wlezien and Stuart Soroka show that politicians' responsiveness to the preferences of constituents within different income groups can be surprisingly even-handed. Analyzing data from 1876 to the present, Wesley Hussey and John Zaller focus on the important role of political parties, vis-à-vis constituents' preferences, for legislators' behavior. Who Gets Represented? upends several long-held assumptions, among them the growing conventional wisdom that income plays in American politics and the assumption that certain groups will always—or will never—have common interests. Yet, increased inequality in America has made that dream more difficult for many to obtain. In Too Many Children Left Behind, an international team of social scientists assesses how social mobility varies in the United States compared with Australia, Canada, and the United Kingdom. Bruce Bradbury, Miles Corak, Jane Waldfogel, and Elizabeth Washbrook show that the academic achievement gap between disadvantaged American children and their more advantaged peers is far greater than in other wealthy countries, with serious consequences for their future life outcomes. With education the key to expanding opportunities for those born into low socioeconomic status families, Too Many Children Left Behind helps us better understand educational disparities and how to reduce them. Analyzing data on 8,000 school children in the United States, the authors demonstrate that disadvantages that begin early in life have long lasting effects on academic performance. The social inequalities that children experience before they start school contribute to a large gap in test scores between low- and high-SES students later in life. Many children from low-SES backgrounds lack critical resources, including books, high-quality child care, and other goods and services that foster the stimulating environment necessary for cognitive development. The authors find that not only is a child’s academic success deeply tied to his or her family background, but that this class-based achievement gap does not narrow as the child proceeds through school. The authors compare test score gaps from the United States with those from three other countries and find smaller achievement gaps and greater social mobility in all three, particularly in Canada. The wider availability of public resources for disadvantaged children in those countries facilitates the early child development that is fundamental for academic success. All three countries provide stronger social services than the United States, including universal health insurance, universal preschool, paid parental leave, and other supports. The authors conclude that the United States could narrow its achievement gap by adopting public policies that expand support for children in the form of tax credits, parenting programs, and pre-K. With economic inequalities limiting the futures of millions of children, Too Many Children Left Behind is a timely study that uses global evidence to show how the United States can do more to level the playing field.

Noted sociologist Claude Fischer examines long-term trends in family ties and friendships and paints an insightful and ultimately reassuring portrait of Americans' personal relationships. Still Connected analyzes forty years of survey research to address whether and how Americans' personal ties have changed—their involvement with relatives, the number of friends they have and their contacts with those friends, the amount of practical and emotional support they are able to count on, and how emotionally tied they feel to these relationships. The book shows that Americans today have fewer relatives than they did forty years ago and that formal gatherings have declined over the decades—at least partially as a result of later marriages and more women in the work force. Although Americans are marrying later and single people feel lonely, few Americans report being socially isolated and the percentage who do has not really increased. Fischer maintains that this constancy testifies to the value Americans place on family and friends and to their willingness to adapt to changing circumstances in ways that sustain their social connections. For example, children now often have schedules as busy as their parents. Yet today's parents spend more quality time with their children than parents did forty years ago—although less in the form of organized home activities and more in the form of accompanying them to play dates or sports activities. And those family meals at home that seem to be disappearing? While survey research shows that families dine at home together less often, it also shows that they dine out together more often. Americans are fascinated by the quality of their relationships with family and friends and whether these bonds fray or remain stable over time. With so many voices heralding the demise of personal relationships, it's no wonder that confusion on this topic abounds. While other developed countries face similar challenges from globalization and technological change, none rivals America's singularly poor record for equitably distributing the benefits and burdens of recent economic shifts. In Categorically Unequal, Douglas Massey weaves together history, political economy, and even neuropsychology to provide a comprehensive explanation of how America's culture and political system perpetuates inequalities between different segments of the population. Massey argues that social inequalities arise from the universal human tendency to place others into social categories. The government has passed anti-union legislation, made taxes more regressive, allowed the real value of the federal minimum wage to decline, and drastically cut social welfare spending. As a result, the income gap between the richest and poorest has dramatically widened since 1980. Massey attributes these anti-poor policies in part to the increasing segregation of neighborhoods by income, which has insulated the affluent from the social consequences of poverty, and to the disenfranchisement of the poor, as the population of immigrants, prisoners, and ex-felons swells. America's unrivaled disparities are not simply the inevitable result of globalization and technological change. As Massey shows, privileged groups have systematically exploited and excluded many of their fellow Americans. The period between birth and kindergarten is a critical time for child development, and socioeconomic disparities that begin early in children’s lives contribute to starkly different long-term outcomes for adults. Yet, compared to other advanced economies, high-quality child care and preschool in the United States are scarce and prohibitively expensive for many middle-class and most disadvantaged families. To what extent can early-life interventions provide these children with the opportunities that their affluent peers enjoy and contribute to reduced social inequality in the long term? Cradle to Kindergarten offers a comprehensive, evidence-based strategy that diagnoses the obstacles to accessible early education and charts a path to opportunity for all children. The U.S. government invests less in children under the age of five than do most other developed nations. Most working families must seek private childcare, which means that children from low-income households, who would benefit most from high-quality early education, are the least likely to attend them. Existing policies, such as pre-kindergarten in some states are only partial solutions. To address these deficiencies, the authors propose to overhaul the early care system, beginning with a federal paid parental leave policy that provides both mothers and fathers with time and financial support after the birth of a child. They also advocate increased public benefits, including an expansion of the child care tax credit, and a new child care assurance program that subsidizes the cost of early care for low- and moderate-income families. They also propose that universal, high-quality early education in the states should start by age three, and a reform of the Head Start program that would include more intensive services for families living in areas of concentrated poverty and experiencing multiple adversities from the earliest point in these most disadvantaged children’s lives. They conclude with an implementation plan and contend that these reforms are attainable within a ten-year timeline. Reducing educational and economic inequalities requires that all children have robust opportunities to learn, fully develop their capacities, and have a fair shot at success. Cradle to Kindergarten presents a blueprint for fulfilling this promise by expanding access to educational and financial resources at a critical stage of child development.

Unequal City examines the ways in which Chicago’s most vulnerable residents navigate their neighborhoods, life opportunities, and encounters with the law. In this pioneering analysis of the intersection of race, place, and opportunity, sociologist and criminal justice expert Carla Shedd illuminates how schools either reinforce or ameliorate the social inequalities that shape the worlds of these adolescents. Shedd draws from an array of data and in-depth interviews with Chicago youth to offer new insight into this understudied group. Focusing on four public high schools with differing student bodies, Shedd reveals how the predominantly low-income African American students at one school encounter obstacles their more affluent, white counterparts on the other side of the city do not face. Teens often travel long distances to attend school which, due to Chicago’s segregated and highly unequal neighborhoods, can involve crossing class, race, and gang lines. As Shedd explains, the disadvantaged teens who traverse these boundaries daily develop a keen “perception of injustice,” or the recognition that their economic and educational opportunities are restricted by their place in the social hierarchy. Adolescents’ worldviews are also influenced by encounters with law enforcement while traveling to school and during school hours. Shedd tracks the rise of metal detectors, surveillance cameras, and pat-downs at certain Chicago schools. Along with police procedures like stop-and-frisk, these prison-like practices lead to distrust of authority and feelings of powerlessness among the adolescents who experience mistreatment either firsthand or vicariously. Shedd finds that the racial composition of the student body profoundly shapes students’ perceptions of injustice. The more diverse a school is, the more likely its students of color will recognize whether they are subject to discriminatory treatment. By contrast, African American and Hispanic youth whose schools and neighborhoods are both highly segregated and highly policed are less likely to understand their individual and group disadvantage due to their lack of exposure to youth of differing backgrounds.

At the same time, the rising costs of an undergraduate education have increased dramatically, forcing students and families to take out often unmanageable levels of student debt. The cumulative amount of student debt reached nearly $1.5 trillion in 2017, and calls for student loan forgiveness have gained momentum. Yet public policy to address college affordability has been mixed. While some policymakers support more public funding to broaden educational access, others oppose this expansion. Noting that public opinion often shapes public policy, sociologists Natasha Quadlin and Brian Powell examine public opinion on who should shoulder the increasing costs of higher education and why. Who Should Pay? draws on a decade’s worth of public opinion surveys analyzing public attitudes about whether parents, students, or the government should be primarily responsible for funding higher education. Quadlin and Powell find that between 2010 and 2019, public opinion has shifted dramatically in favor of more government funding. In 2010, Americans overwhelming believed that parents and students were responsible for the costs of higher education. Less than a decade later, the percentage of Americans who believed that federal or state/local government should be the primary financial contributor has more than doubled. The authors contend that the rapidity of this change may be due to the effects of the 2008 financial crisis and the growing awareness of the social and economic costs of high levels of student debt. Quadlin and Powell also find increased public endorsement of shared responsibility between individuals and the government in paying for higher education. The authors additionally examine attitudes on the accessibility of college for all, whether higher education at public universities should be free, and whether college is worth the costs. Quadlin and Powell also explore why Americans hold these beliefs. They identify individualistic and collectivist world views that shape public perspectives on the questions of funding, accessibility, and worthiness of college. Those with more individualistic orientations believed parents and students should pay for college, and that if students want to attend college, then they should work hard and find ways to achieve their goals. Those with collectivist orientations believed in a model of shared responsibility – one in which the government takes a greater level of responsibility for funding education while acknowledging the social and economic barriers to obtaining a college degree for many students. The authors find that these belief systems differ among socio-demographic groups and that bias – sometimes unconscious and sometimes deliberate – regarding race and class affects responses from both individualistic and collectivist-oriented participants. Public opinion is typically very slow to change. Yet Who Should Pay? provides an illuminating account of just how quickly public opinion has shifted regarding the responsibility of paying for a college education and its implications for future generations of students.

But it was also an era of progressive reform—a time when the Russell Sage Foundation and other philanthropic organizations were established to promote social science as a way to solve the crises of industrial capitalism. In Social Science for What? Alice O'Connor relates the history of philanthropic social science, exploring its successes and challenges over the years, and asking how these foundations might continue to promote progressive social change in our own politically divided era. The philanthropic foundations established in the early 1900s focused on research which, while intended to be objective, was also politically engaged. In addition to funding social science research, in its early years the Russell Sage Foundation also supported social work and advocated reforms on issues from child welfare to predatory lending. This reformist agenda shaped the foundation's research priorities and methods. The Foundation's landmark Pittsburgh Survey of wage labor, conducted in 1907-1908, involved not only social scientists but leaders of charities, social workers, and progressive activists, and was designed not simply to answer empirical questions, but to reframe the public discourse about industrial labor. After World War II, many philanthropic foundations disengaged from political struggles and shifted their funding toward more value-neutral, academic social inquiry, in the belief that disinterested research would yield more effective public policies. Consequently, these foundations were caught off guard in the 1970s and 1980s by the emergence of a network of right-wing foundations, which was successful in promoting an openly ideological agenda. In order to counter the political in-roads made by conservative organizations, O'Connor argues that progressive philanthropic research foundations should look to the example of their founders. While continuing to support the social science research that has contributed so much to American society over the past 100 years, they should be more direct about the values that motivate their research. In this way, they will help foster a more democratic dialogue on important social issues by using empirical knowledge to engage fundamentally ethical concerns about rising inequality. O'Connor's message is timely: public-interest social science faces unprecedented challenges in this era of cultural warfare, as both liberalism and science itself have come under assault. Born or raised in the United States, this second generation now stands over 20 million strong. In this insightful new book, immigration scholars Renee Luthra, Thomas Soehl, and Roger Waldinger provide a fresh understanding the making of the second generation, bringing both their origins and destinations into view. Using surveys of second generation immigrant adults in New York and Los Angeles, Origins and Destinations explains why second generation experiences differ across national origin groups and why immigrant offspring with the same national background often follow different trajectories. Inter-group disparities stem from contexts of both emigration and immigration. Origin countries differ in value orientations: immigrant parents transmit lessons learned in varying contexts of emigration to children raised in the U.S. A system of migration control sifts immigrants by legal status, generating a context of immigration that favors some groups over others. Both contexts matter: schooling is higher among immigrant children from more secular societies (South Korea) than among those from more religious countries (the Philippines). When immigrant groups enter the U.S. migration system through a welcoming door, as opposed to one that makes authorized status difficult to achieve, education propels immigrant children to better jobs. Diversity is also evident among immigrant offspring whose parents stem from the same place. Immigrant children grow up with homeland connections, which can both hurt and harm: immigrant offspring get less schooling when a parent lives abroad, but more schooling if parents in the U.S. send money to relatives living abroad. Though all immigrants enter the U.S. as non-citizens, some instantly enjoy legal status, while others spend years in the shadows. Children born abroad, but raised in the U.S. are all everyday Americans, but only some have become de jure Americans, a difference yielding across-the-board positive effects, even among those who started out in the same country. Disentangling the sources of diversity among today’s population of immigrant offspring, Origins and Destinations provides a compelling new framework for understanding the second generation that is transforming America.

Social norms that foster fair-minded behavior, altruism and collective action undergird the foundations of large-scale human societies, but we know little about how these norms develop or spread, or why the intensity and breadth of human cooperation varies among different populations. What is the connection between social norms that encourage fair dealing and economic growth? How are these social norms related to the emergence of centralized institutions? Informed by a pioneering set of cross-cultural data, Experimenting with Social Norms advances our understanding of the evolution of human cooperation and the expansion of complex societies. Editors Jean Ensminger and Joseph Henrich present evidence from an exciting collaboration between anthropologists and economists. Using experimental economics games, researchers examined levels of fairness, cooperation, and norms for punishing those who violate expectations of equality across a diverse swath of societies, from hunter-gatherers in Tanzania to a small town in rural Missouri. These experiments tested individuals’ willingness to conduct mutually beneficial transactions with strangers that reap rewards only at the expense of taking a risk on the cooperation of others. The results show a robust relationship between exposure to market economies and social norms that benefit the group over narrow economic self-interest. Levels of fairness and generosity are generally higher among individuals in communities with more integrated markets. Religion also plays a powerful role. Individuals practicing either Islam or Christianity exhibited a stronger sense of fairness, possibly because religions with high moralizing deities, equipped with ample powers to reward and punish, encourage greater prosociality. The size of the settlement also had an impact. People in larger communities were more willing to punish unfairness compared to those in smaller societies. Taken together, the volume supports the hypothesis that social norms evolved over thousands of years to allow strangers in more complex and large settlements to coexist, trade and prosper.
