Book excerpt: The Committee for the Review of NASA's Pioneering Revolutionary Technology (PRT) Program and its three supporting panels were charged by the National Aeronautics and Space Administration (NASA) with assessing the overall scientific and technical quality of the PRT program and its component programs, along with their associated elements and individual research tasks. Major issues addressed in the review include (1) research portfolios, (2) research plans, (3) technical community connections, (4) methodologies, and (5) overall capabilities. As reflected in the organization of the report, a two-pronged assessment was developed. Each panel provided a detailed assessment of the program under its purview, which was refined and updated over the course of the review. The committee, composed mainly of representatives from each panel, integrated and evaluated the panel results and provided top-level advice on issues cutting across the entire PRT program.

Book excerpt: To meet the objectives of the Vision for Space Exploration (VSE), NASA must develop a wide array of enabling technologies. For this purpose, NASA established the Exploration Technology Development Program (ETDP). Currently, ETDP has 22 projects underway. In the report accompanying the House-passed version of the FY2007 appropriations bill, the agency was directed to request from the NRC an independent assessment of the ETDP. This interim report provides an assessment of each of the 22 projects including a quality rating, an analysis of how effectively the research is being carried out, and the degree to which the research is aligned with the VSE. To the extent possible, the identification and discussion of various cross-cutting issues are also presented. Those issues will be explored and discussed in more detail in the final report.

Book excerpt: The National Research Council (NRC) of the National Academies was asked by NASA and the Office of Management and Budget to perform an assessment of NASA's Aerospace Technology Enterprise. The first such review, which began in early 2002, examined Pioneering Revolutionary Technology (now known as Mission and Science Measurement Technology). The assessment presented here, of the Aeronautics Technology Programs, began in early 2003 and is the second in the review series. The Aeronautics Technology Programs has three components: the Vehicle Systems Program, the Airspace Systems Program, and the Aviation Safety Program. To conduct this review, the NRC established three panels, one for each of the component programs. The NRC also established a parent committee, consisting of the chairman and a subset of members from each panel. The committee and panels comprised a cross-section of experts from industry, academia, and government and included senior-level managers and researchers in the aeronautics field. Biographical information on the committee and panel members is found in Appendix A. Book excerpt: The federal role in precollege science, technology, engineering, and mathematics (STEM) education is receiving increasing attention in light of the need to support public understanding of science and to develop a strong scientific and technical workforce in a competitive global economy. Federal science agencies, such as the National Aeronautics and Space Administration (NASA), are being looked to as a resource for enhancing precollege STEM education and bringing more young people to scientific and technical careers. For NASA and other federal science agencies, concerns about workforce and public understanding of science also have an immediate local dimension. The agency faces an aerospace workforce skewed toward those close to retirement and job recruitment competition for those with science and engineering degrees. In addition, public support for the agency's missions stems in part from public understanding of the importance of the agency's contributions in science, engineering, and space exploration. In the NASA authorization act of 2005 (P.L. 109-555 Subtitle B-Education, Sec. 614) Congress directed the agency to support a review and evaluation of its precollege education program to be carried out by the National Research Council (NRC). NASA's Elementary and Secondary Education Program: Review and Critique includes recommendations to improve the effectiveness of the program and addresses these four tasks: 1. an evaluation of the effectiveness of the overall program in meeting its defined goals and objectives; 2. an assessment of the quality and educational effectiveness of the major components of the program, including an evaluation of the adequacy of assessment metrics and data collection requirements available for determining the effectiveness of individual projects; 3. an evaluation of the funding priorities in the program, including a review of the funding level and trend for each major component of the program and an assessment of whether the resources made available are consistent with meeting identified goals and priorities; and 4. a determination of the extent and effectiveness of coordination and collaboration between NASA and other federal agencies that sponsor science, technology, and mathematics education activities.

Book excerpt: At the request of NASA, an IOM committee reviewed NASA Human Research Program's (HRP's) Scientific Merit Assessment Processes for directed research. Directed research is commissioned or noncompetitively awarded research that is not competitively solicited because of specific reasons, such as time limitations or highly focused or constrained research topics. The scientific merit assessment processes have been developed by NASA to evaluate individual directed research tasks in order to ensure the scientific integrity of the HRP's directed research portfolio. The committee examined the HRP's current scientific merit assessment processes and conducted a public workshop to identify best practices among other federal agencies that use various assessment processes for similar types of directed research. Review of NASA Human Research Program's Scientific Merit Processes: Letter Report finds that the scientific merit assessment process used by the HRP for directed research is scientifically rigorous and is similar to the processes and merit criteria used by many other federal agencies and organizations - including the Department of Defense, National Institutes of Health, and the United States Department of Agriculture - for comparable types of research. This report also makes recommendations on ways to streamline and bolster the accountability and transparency of NASA's current processes.

Bush announced the Vision for Space Exploration (VSE), which instructed NASA to "Extend human presence across the solar system, starting with a human return to the Moon by the year 2020, in preparation for human exploration of Mars and other destinations," among other objectives. As acknowledged in the VSE, significant technology development will be necessary to accomplish the goals it articulates. NASA's Exploration Technology Development Program (ETDP) is designed to support, develop, and ultimately provide the necessary technologies to meet the goals of the VSE. This book, a review of the ETDP, is broadly supportive of the intent and goals of the VSE, and finds the ETDP is making progress towards the stated goals of technology development. However, the ETDP is operating within significant constraints which limit its ability to successfully accomplish those goals-the still dynamic nature of the Constellation Program requirements, the constraints imposed by a limited budget, the aggressive time scale of early technology deliverables, and the desire to fully employ the NASA workforce.

The first is to manage two of the communications networks that enable spaceflight operations and research, and the second is to integrate agency-wide telecommunications issues. In 2005, NASA asked the NRC to review the effectiveness of the SCO in carrying out its responsibilities by assessing the overall quality of the space communications program. This report presents a review of each of the program elements within the SCOâ€"the space network, NASA's integrated space network (NISN), spectrum management, standards management, search and rescue, communications and navigation architecture, technology, and operations integration. Over the last few years, the panel has written periodic reviews of both the subsonic aviation (Subsonic Assessment-SASS) and the supersonic aviation (Atmospheric Effects of Stratospheric Aircraft-AESA) components of AEAP, including: An Interim Review of the Subsonic Assessment Project (1997); An Interim Assessment of AEAP's Emissions Characterization and Near-Field Interactions Elements (1997); An Interim Review of the AESA Project: Science and Progress (1998); Atmospheric Effects of Aviation: A Review of NASA's Subsonic Assessment Project (1998). This report constitutes the final review of AESA and will be the last report written by this panel. The primary audience for these reports is the program managers and scientists affiliated with AEAP, although in some cases the topics discussed are of interest to a wider audience.
