Responding to these challenges requires the involvement of individuals or organizations with the right set of competencies combining relevant scientific expertise strong communication skills and good judgement in the management and regulatory areas. This handbook is intended to support decision-makers faced with a combination of public controversy scientific uncertainty and the need to operate existing facilities and/or the requirement to site new facilities appropriately. Its goal is to improve the decision-making process by reducing misunderstandings and improving trust through better dialogue. The guide may assist the general public when interacting with government agencies that regulate environmental health and with companies whose facilities may be sources of concern. References and suggestions for further reading are included.

In response to this legislation and at the request of the Department of Energy (DOE), the National Research Council established a committee under the Board on Radiation Effects Research (BRER) in the Commission on Life Sciences (CLS) to aid in its review of the power-frequency magnetic field research activities completed under the Electric and Magnetic Fields Research and Public Information Dissemination (EMF-RAPID) program that was authorized by the Energy Policy Act. The Research Council's Committee to Review the Research Activities Completed Under the Energy Policy Act of 1992 (EPACT) was asked to review the EMF-RAPID program implemented by DOE and the National Institute of Environmental Health Sciences (NIEHS), and research strategies suggested by other federal and nonfederal groups.

The continuous increase of the number of man made EMF sources leads to dramatic changes in the spectrum of EMF in the biosphere. During the last two decades the public concern about potential hazard of EMF generated by power and distribution lines, as well as mobile communications and base stations have initiated serious public concern and has triggered the attention of the WHO, which reflected in the EMF project of harmonization of standards. At the same time, contemporary medicine largely uses EMF diagnostic methods. The beneficial effects of EMF are complemented with a large scale of EMF therapeutic modalities used in a number of countries, helping millions of people.
