Book excerpt: Incidents of airport workers using access privileges to smuggle weapons through secured airport areas and onto planes have heightened concerns regarding commercial airport security. The Transportation Security Admin. (TSA), along with airports, is responsible for security at TSA-regulated airports. To guide risk assessment and protection of critical infrastructure, including airports, the Nat. Infrastructure Protection Plan (NIPP) was developed. This report examined the extent to which, for airport perimeters and access controls, TSA: (1) assessed risk consistent with the NIPP; (2) implemented protective programs, and evaluated its worker screening pilots; and (3) established a strategy to guide decision making. Includes recommend. Illus.

Book A Review of Access Control Measures at Our Nation s Airports

Download or read book A Review of Access Control Measures at Our Nation s Airports written by United States. Congress. House. Committee on Homeland Security. Subcommittee on Transportation Security and published by CreateSpace. This book was released on 2015-10-13 with total page 110 pages. Available in PDF, EPUB and Kindle. Book excerpt: There have been a series of security breaches in which loaded weapons were brought onto commercial airplanes unbeknownst to TSA and airport officials, calling in question airport access control measures and employee vetting procedures. These alarming incidents could have had devastating consequences if those involved had intended to carry out attacks. TSA spends billions of dollars every year to ensure every passenger is screened before boarding a commercial flight. However, we must ask ourselves: What good is all the screening at the front door if we are not paying attention enough at the back door? On December 23, 2014, Federal agents arrested Eugene Harvey, a Delta baggage handler at Hartsfield-Jackson International Airport in Atlanta and charged him with trafficking in firearms and violating security agreements-requirements. On January 13, 2015, Port Authority police in New York City arrested a Federal Aviation Administration official at LaGuardia Airport after he flew with a loaded firearm on a Delta flight from Atlanta to LaGuardia. On January 24, 2015, the FBI arrested another Delta employee at Atlanta airport for boarding a flight to Paris without first being screened. These problems are not unique to just one airport. Every case presents unique challenges and opportunities for TSA, the airports, the airlines, and other partners to strengthen their security protocols.

Book Executive Measures Terrorism and National Security

Download or read book Executive Measures Terrorism and National Security written by Professor David Bonner and published by Ashgate Publishing, Ltd.. This book was released on 2013-01-28 with total page 392 pages. Available in PDF, EPUB and Kindle. Book excerpt: David Bonner presents an historical and contemporary legal analysis of UK governmental use of executive measures, rather than criminal process, to deal with national security threats. The work examines measures of internment, deportation and restriction on movement deployed in the UK and (along with the imposition of collective punishment) also in three emergencies forming part of its withdrawal from colonial empire: Cyprus, Kenya and Malaya. These situations, along with that of Northern Ireland, are used to probe the strengths and weaknesses of ECHR supervision. It is argued that a new human rights era ushered in by a more confident Court of Human Rights and a more confident national judiciary armed with the HRA 1998, has moved us towards greater judicial scrutiny of the application of these measures - a move away from unfettered and unreviewable executive discretion.
