Book excerpt: In order to achieve the stated goal of reducing the final closing procedure time cycle for construction projects at the Texas Department of Transportation (TxDOT) Odessa District, several standard operating procedures (SOPs) for project construction control and management had to be revised. Seemingly unrelated tasks created posterior chains of events that resulted in bottlenecks in the process and delayed final project closing. Four specific SOPs were identified and analyzed to determine which tasks required modification and what was expected from these modifications. A mission for each specified SOP was conceived and written to give a clear view of the intent of the procedure. Afterwards, district policies were drafted to provide the means to fulfill the intent. The procedural changes, compatible with TxDOT statewide procedures, allowed the time spent in the processes to remain the same but redistributed it to reduce the end-loading of the control process. The new SOPs require an even time distribution cyclically throughout the project. Control procedures are done only once, shortening the final closing procedure for projects by doing one-time, short, cyclical, consecutive control tasks of the same procedure throughout the life of the project, rather than doing some of them once cyclically and then again at the closing procedure and others just at the closing procedure. These changes resulted in a shorter end-cycle time, which substantially reduced the final closing procedure time for each project, without affecting the integrity and safeguards of the project. The changes resulted in more efficient and timely financial, managerial, and engineering control of projects. The procedures revised were (1) Review and Approval of Change Orders; (2) Review and Approval of Monthly Progress Estimates; (3) Review and Approval of Interim and Final Audits and Final Estimate; and (4) Storm Water Pollution Prevention Plans (SW3P) Records Management and Auditing Procedures.

Book excerpt: This synthesis report will be of interest to department of transportation (DOT) preconstruction engineering supervisors and program managers, contract administrators, and project managers. It will also be of interest to engineering consultants who do work for state DOTs. It describes current practice in contracting with consultants for DOT preconstruction engineering work. The synthesis documents the practices in all stages involved with obtaining consulting services, from the initial designation of projects for consultant work to project completion and acceptance procedures. The study also collected the views of selected consultants on DOT practices. Information for the synthesis was collected by surveying U. S. transportation agencies and by conducting a literature search. This report of the Transportation Research Board provides information on the history and trends in outsourcing of preconstruction engineering activities and compares current levels with those found a decade earlier. The steps in the procurement and management of consulting services are provided in detail. These include deciding on when and what to contract out and the selection, negotiation, and consultant management activities that follow. Finally, the appendixes contain numerous samples of collected forms and procedures used by a variety of states to accomplish this work.

The theme for this third in a series of international conferences, Better Decisions and Better Communication, was selected to highlight opportunities for and experiences in using performance measurement as a strategic tool to better communicate goals and objectives and results to a wide range of stakeholder groups. Presentations highlighted cases in which performance measures have proved useful in guiding resource allocation decisions, improving day-to-day operations, establishing and demonstrating agency competency and accountability and, in some instances, making the case for more resources. The conference consisted of five plenary sessions, each followed by a series of corresponding, concurrent breakout sessions. The topics of the five plenary sessions were Performance Measures as an Organizational Management Tool to Establish Accountability, Communicating Performance Results Effectively to Your Customers, Data and Tools, Hot Topics (addressing the use of performance measures to gauge the effectiveness of tolling and congestion pricing and other innovative transportation strategies to address sustainability and safety issues), and Performance-Based Contracting and Measuring Project Delivery. Three resource papers were developed for the conference. The conference attracted 180 participants from Canada, Denmark, Germany, Italy, Japan, Mexico, Sweden, the United Kingdom, and the United States and featured 70 transportation specialists offering real-world expertise, from the application of performance metrics to case studies drawn from six countries.
