This computer-based model (MEASURE I) permits rapid evaluation and comparison of alternative resource allocation strategies which offer the decision maker a wide range of choices in terms of costs, benefits, and other consequences. Having once established the relative worth of the program elements by means of the model, the R and D decision maker can perform an on-line examination of the consequences of alternative strategies and budgets to select that strategy which best meets his stated objectives. Unique features of this model include consideration of the broad spectrum of R and D from pure research to pre-production development. (Author).

Book excerpt: The author has considered the organization and the allocation of resources to research and development in general, and biomedical research and development in particular. A set of questions related to resource allocation in development is the rate of development as a function of the rate of spending. Here the first problem is to measure the rate of development. Rand has developed a methodology to do this for jet engines, and the same methodology may be applicable to certain biomedical development. Less is known about research than about development. Research is financed on a cost-reimbursement basis because of the uncertainty surrounding the possible outcomes at the beginning of the research effort. To allocate resources within and to biomedical research, willingness to pay is a more appropriate concept than earnings foregone, although the latter has been widely used. Finally, the links between research and development, although widely presumed to exist, are only now beginning to be estimated empirically. (Author).

Resource allocation is concerned with both project selection and rate of progress control (by regulation of the amount of resources applied to each project). The decision process used by the Air Force Flight Dynamics Laboratory (AFFDL) is 'modeled' to show the present and possible future interrelationships between human factors and computer calculations. A method is described for objectively evaluating the 'transfer function' or 'model behavior' of the computerized poriton of this overall decision process with respect ot futurity, timing, risk, uncertainty, payoff values other than profits, and image. These behavior characteristics were determined for the AFFDL based on an evaluation of historical data. (Author).

These decisions are often critical due to the magnitude of the resources committed, the lengthy time period over which they are committed, the limited supply of the resources, and the strategic implications of decisions. The discounted cash flow (DCF) model considers risk, cash flows and the time value of money; it is presented in finance and accounting texts as the preferred method of selecting projects for the allocation of resources. This paper identifies important problems which limit the use of DCF in practice.

Book excerpt: As a first step towards understanding the evolution of small groups in firms, this paper develops and tests a simple decision-theoretic model of research-unit evolution in which, as managers resolve their uncertainty over time, they shut down under-performing units and remove under-performing unit heads. The selection process generates several testable hypotheses about how unit and head characteristics affect the assignment of heads to units and resource allocation within the firm. Data on research units in firms is used to test the model and estimate the relative importance of the different effects on resource allocation.
