Book excerpt: The International Development Research Centre has invested in an effective program in the processing, manipulation, and dissemination of information in support of the development process. To address the absence of a dedicated program related to the communication processes (how information was being received, acted upon, assessed by various target groups, and how the assessment was communicated back to the originators), the Centre created the CIME (Communication, Information, Media, Education) program. This publication presents the conceptual framework which led to the articulation of the CIME program and explains in detail how it was formulated, with references to conclusions of a regional meeting of African nongovernmental organisations. It also contains conclusions of another meeting organised to discuss various aspects of the program with Canadian experts in development communication and representatives of African nongovernmental organisations. Sections of the publication contain papers on participatory development communication, communication and nonformal education, women and communication, and communication and training needs.

In recognition of the complex and cross-cutting nature of media systems and cultures of production, these consultations include representatives of a wide range of actors, including journalists, journalist associations, regulators, legal groups, human rights organizations, policy makers, and media experts. The consultations are intended to help our partners in each region in their efforts to strengthen political support for independent media, improve methodologies for media work, and define clearer, better articulated, and effective ideas for policy reform. Book excerpt: This book develops a nuanced decolonial critique that calls for the decolonization of media and communication studies in Africa and the Global South. Last Moyo argues that the academic project in African Media Studies and other non-Western regions continues to be shaped by Western modernity’s histories of imperialism, colonialism, and the ideologies of Eurocentrism and neoliberalism. While Africa and the Global South dismantled the physical empire of colonialism after independence, the metaphysical empire of epistemic and academic colonialism is still intact and entrenched in the postcolonial university’s academic programmes like media and communication studies. To address these problems, Moyo argues for the development of a Southern theory that is not only premised on the decolonization imperative, but also informed by the cultures, geographies, and histories of the Global South. The author recasts media studies within a radical cultural and epistemic turn that locates future projects of theory building within a decolonial multiculturalism that is informed by trans-cultural and trans- epistemic dialogue between Southern and Northern epistemologies.

Although the importance of agglomeration and fusion of institutions have long been recognized as possible path to achieving economic development in Africa, the approach to regionalism has been unduly focused on market integration, while neglecting other dimensions such as social policy, mobility of labor, educational policy, biotechnology, regional legislation, manufacturing, innovation, and science and technology. This volume investigates the link between innovation, regional integration, and development in Africa, arguing that the immediate and long term development of Africa lies not just in the structural transformation of its economies but in the advancement of scientific and innovation capacities. The book is divided into four parts. Part I addresses the theoretical and conceptual underpinnings of innovation and regional integration in Africa. Interweaving political and social history and drawing on a rich array of sources, including Arabic manuscripts, oral histories, and recent archaeological findings, Michael Gomez unveils a new vision of how categories of ethnicity, race, gender, and caste emerged in Africa and in global history more generally. Scholars have long held that such distinctions arose during the colonial period, but Gomez shows they developed much earlier. Focusing on the Savannah and Sahel region, Gomez traces the exchange of ideas and influences with North Africa and the Central Islamic Lands by way of merchants, scholars, and pilgrims.
