NMFS is also evaluating in this Final PEA a related action-also called a "connected action" under NEPA (Sec. 1508.25)-which is the proposed promulgation of regulations and authorization of "takes" of marine mammals incidental to the research activities through issuance of Letters of Authorization (LOA) under the Marine Mammal Protection Act (MMPA) (see Section 6.3 for detailed discussion). Pohnpei, and indeed the Micronesian region, is one of the world’s great centers of botanical endemism: it is home to many plant species found nowhere else on earth.
