Book excerpt: This paper examines the welfare effects of a work-fare program in an economy where agents face exogenous income shocks and are unable to insure themselves through private markets. A dynamic general equilibrium model is calibrated using data from two ICRISAT villages in the Indian state of Maharashtra, which had a functioning Employment Guarantee Scheme (EGS) in the period 1979-1984. In general, because ofits insurance aspect, the optimal wage rate in the EGS is found to be higher than the marginal product of labor. The optimal wage and the welfare gains of the program depend on how productive the EGS is, relative to the private sector. The welfare gains of paying the optimal wage as opposed to a wage equal to the marginal product of labor in the EGS varies from 0.01% of GDP to 2.63% of GDP, depending on the labor productivity of the EGS. The actual wage paid by the EGS during the years 1979-1984 yields a welfare level that is lower than paying a wage equal to the marginal product of labor. Moreover the 1988 increase in wages actually decreased wages.

The key influencing factors should be identified and policy variables should be addressed accordingly. This study focuses on the interesting issues like the factors influencing participation in the Mahatma Gandhi National Rural Employment Guarantee Programme (MGNREGP), its impact on rural standard of living and its intervention in arresting migration in Odisha, India. The present study is based on the primary data collected from Balasore and Mayurbhanj districts of the state Odisha in India. Logistic regression model used in the the analysis to identify the predictors of participation in MGNREGP in both the districts of India. The program has positive impact on the standard of living of the participants in less developed areas. Still migration for searching better paid jobs is prevalent there. For active participation of the really needy people in the programme, it is suggested to create massive awareness among the people particularly among women through different sensitized programmes in rural India.

Despite legal entitlements and protections for women within the program, gender disparities persist in claiming public resources. Utilizing a mixed-methods approach including surveys and qualitative interviews, the study uncovers various pathways to women’s claim-making, influenced by factors such as gender norms around mobility and women’s voice and agency, internal barriers and constraints including comfort in public speaking, and knowledge of the program and its various procedures for selecting assets. While challenges to women’s effective participation remain, findings from our analysis suggest potential for interventions to reduce gender gaps and enhance inclusivity in planning processes. Moreover, the study underscores the importance of recognizing diverse claim-making pathways to promote inclusion effectively within the program.

Book excerpt: India’s National Rural Employment Guarantee Scheme (NREGS) is one of the largest public works programs globally. Understanding the impacts of NREGS and the pathway through which its impacts are realized thus has important policy implications. We use a three-round 4,000-household panel from Andhra Pradesh together with administrative data to explore short- and medium-term poverty and welfare effects of NREGS. Triple difference estimates suggest that participants significantly increase consumption (protein and energy intake) in the short run and accumulate more nonfinancial assets in the medium term. Direct benefits exceed program-related transfers and are most pronounced for scheduled castes and tribes and households supplying casual labor. Asset creation via program-induced land improvements is consistent with a medium-term increase in assets by nonparticipants and increases in wage income in excess of program cost.
