Book Securing the Right to Employment

Download or read book Securing the Right to Employment written by Philip Harvey and published by Princeton University Press. This book was released on 2014-07-14 with total page 161 pages. Available in PDF, EPUB and Kindle. Book excerpt: Basing his proposal on plans developed by New Deal social welfare administrators, Harvey analyzes the feasibility and desirability of using public sector job creation to secure a right to employment. He shows that such a policy would provide more effective relief from the problems of poverty and unemployment than do existing arrangements while permitting a major expansion in the production of public goods and services without increasing tax burdens. The economic side-effects and administrative problems associated with the policy are carefully explored and found manageable. Finally, the book concludes with an assessment of the political interests that stand in the way of policy initiatives like the one proposed. Originally published in 1989. Book Jobs for the Poor

Download or read book Jobs for the Poor written by Timothy J. Bartik and published by Russell Sage Foundation. This book was released on 2001-06-11 with total page 486 pages. Available in PDF, EPUB and Kindle. Book excerpt: Even as the United States enjoys a booming economy and historically low levels of unemployment, millions of Americans remain out of work or underemployed, and joblessness continues to plague many urban communities, racial minorities, and people with little education. In Jobs for the Poor, Timothy Bartik calls for a dramatic shift in the way the United States confronts this problem. Today, most efforts to address this problem focus on ways to make workers more employable, such as job training and welfare reform. But Bartik argues that the United States should put more emphasis on ways to increase the interest of employers in creating jobs for the poor—or the labor demand side of the labor market. Bartik's bases his case for labor demand policies on a comprehensive review of the low-wage labor market. He examines the effectiveness of government interventions in the labor market, such as Welfare Reform, the Earned Income Tax Credit, and Welfare-to-Work programs, and asks if having a job makes a person more employable. Bartik finds that public service employment and targeted employer wage subsidies can increase employment among the poor. In turn, job experience significantly increases the poor's long-run earnings by enhancing their skills and reputation with employers. And labor demand policies can avoid causing inflation or displacing other workers by targeting high-unemployment labor markets and persons who would otherwise be unemployed. Bartik concludes by proposing a large-scale labor demand program. One component of the program would give a tax credit to employers in areas of high unemployment. To provide disadvantaged workers with more targeted help, Bartik also recommends offering short-term subsidies to employers—particularly small businesses and nonprofit organizations—that hire people who otherwise would be unlikely to find jobs. With experience from subsidized jobs, the new workers should find it easier to obtain future year-round employment. Although these efforts would not catapult poor families into the middle class overnight, Bartik offers a powerful argument that having a full-time worker in every household would help improve the lives of millions. Jobs for the Poor makes a compelling case that full employment can be achieved if the country has the political will and adopts policies that address both sides of the labor market. Book Income Inequality and Employment

Download or read book Income Inequality and Employment written by Mary Fish and published by . This book was released on 1978 with total page 844 pages. Available in PDF, EPUB and Kindle. Book excerpt: This study specifically describes and analyzes the process by which poverty-stricken individuals and families move out of the poverty group: from welfare, to low- wage employment, and finally, to a level above poverty, or even the middle-income category. It is a synthesis / analysis of over 50 Research and Development ( R& D ) projects sponsored by the Employment and Training Administration ( ETA), on the subjects of income and employment. In addition, selected contributions from other sources are included in order to clarify or supplement the treatment of the basic issues. Several of these contributions have examined how individuals on welfare become gainfully employed and once employed, move into jobs with wages adequate to raise their standard of living above the poverty level. Findings of these R & D projects, when examined as a body of cumulative knowledge, can be used as a framework for developing effective policies and techniques for the various employment and training programs focused on the economically disadvantaged.

Book Building Effective Employment Programs for Unemployed Youth in the Middle East and North Africa

Download or read book Building Effective Employment Programs for Unemployed Youth in the Middle East and North Africa written by Diego F. Angel-Urdinola and published by World Bank Publications. This book was released on 2013-07-17 with total page 189 pages. Available in PDF, EPUB and Kindle. Book excerpt: Given the labor market challenges that countries in the Middle East and North Africa (MENA) region are facing (notably high unemployment, prevalence of skills mismatches, low labor market mobility, and lack of formal employment networks), employment services could be a relevant policy instrument to assist unemployed individuals to find jobs. Despite high and increasing unemployment rates, employers in the region are facing difficulties to find workers whose competences and skills fit their employment needs. The study first surveys international best practices for the delivery of employment services and then reviews the provision of these services in a selected group of countries in the MENA region, with a focus on public provision through existing public employment agencies. Findings indicate public agencies in the region face many challenges for the effective delivery of employment programs, namely poor administrative capacity, system fragmentation, lack of governance and accountability, regulation bottlenecks, and flaws in program design. In order to help unemployed workers to obtain the competences required by available jobs, this study proposes a reform agenda based on the development of strong partnerships between public agencies, public providers, and employers for the design and implementation of flexible employment programs that respond to real employment needs. These partnershipss will need to be developed with strong governance mechanisms that make beneficiaries, private providers, and firms accountable for making sure that investments in employment programs lead to employment insertion. The book is directed to policy makers, practitioners, economists, and anyone interested in international best practices to promote a more effective delivery of employment services.
