Book excerpt: We describe a protocol to monitor the effectiveness of the Tongass Land Management Plan (TLMP) management standards for maintaining fish habitat. The protocol uses juvenile coho salmon (Oncorhynchus kisutch) in small tributary streams in forested watersheds. We used a 3-year pilot study to develop detailed methods to estimate juvenile salmonid populations, measure habitat, and quantitatively determine trends in juvenile coho salmon abundance over 10 years. Coho salmon have been shown to be sensitive to habitat alterations, and we use coho salmon parr as the primary indicator in the protocol. A priori criteria for type I and type II error rates, effect size, and sample sizes for the protocol were derived with estimates of variance computed from the 3-year pilot study. The protocol is designed to detect trends in abundance of coho salmon parr, as well as coho salmon fry and Dolly Varden (Salvelinus malma), in small streams managed according to TLMP standards and guidelines and to compare these to trends in unmanaged (old-growth) watersheds. Trends are adjusted to account for statistically significant habitat covariates. This information provides an important element in monitoring land management practices in the Tongass National Forest. The methods we describe may have application to monitoring protocols elsewhere for fish populations and land management practices.

The causes of these declines can be hard to identify because urban impacts on stream ecology are complex and can vary between watersheds. This makes it difficult to develop appropriate and effective strategies for stream rehabilitation or mitigation aimed at increasing coho productivity. To improve this situation I developed a habitat quality assessment protocol for urban coho salmon to help identify significant habitat degradation as a prelude to restoration planning. To evaluate the protocol I used it to assess coho habitat quality in Chester Creek, Anchorage, Alaska, an urban stream that once supported a large population of coho salmon but now only supports a remnant population. I compared habitat characteristics from one non-urban and two urban study reaches to 'healthy' standard guidelines. This application of the protocol showed that the most significant adverse effects of urbanization on coho salmon habitat in urbanized reaches were increased flood intensity, barriers to adult and juvenile migration, reduced physical habitat complexity, siltation of spawning gravels, stressful water quality conditions, and stocking of potential predators and competitors. These results provide useful information for prioritizing rehabilitation and mitigation efforts in Chester Creek"--Leaf iii.

However, this protection generally does not encompass riparian areasâ€"the lands bordering rivers and lakesâ€"even though they often provide the same functions as wetlands. Growing recognition of the similarities in wetland and riparian area functioning and the differences in their legal protection led the NRC in 1999 to undertake a study of riparian areas, which has culminated in Riparian Areas: Functioning and Strategies for Management. The report is intended to heighten awareness of riparian areas commensurate with their ecological and societal values. The primary conclusion is that, because riparian areas perform a disproportionate number of biological and physical functions on a unit area basis, restoration of riparian functions along America's waterbodies should be a national goal.

These estimates will be used by the Alaska Energy Authority (AEA) to fulfill a Fish and Habitat Management Implementation Plan (FHMIP) ordered by the Federal Energy Regulatory Commission (FERC) to monitor the adult and juvenile coho salmon populations in Battle Creek before and after creek diversion to assess whether a population decline has occurred (FERC 2016). Additionally, the Alaska Department of Fish and Game (ADF&G) Division of Sport Fish (SF) will use these data to better understand the size of coho salmon runs on the south side of Kachemak Bay and how these populations may be able to support sport fishing opportunities.
