Book excerpt: Establishment of convertible currencies is one of the chief goals of economic reform in Eastern Europe and the Soviet Union. However, convertibility relates closely to the entirety of a country's reform strategy and there are a number of possible paths to its achievement. This study analyzes the issue in the Eastern European context, reviews the history of efforts elsewhere to achieve convertibility and recommends preferred courses of action. In particular, it considers the relative merits of "shock" programmes, including immediate national declarations of convertibility and the more gradual approach adopted by the Western European nations (via regional institutions), and Japan after World War II.

At the very least, it should not by itself be a source of disturbances in the world economy, and it should be designed so that policy errors or unforeseen shocks are not unduly transmitted between countries. In this perspective, worldwide integration of goods and financial markets present a particular challenge. Such integration increases the cross-border effects of economic policies at the same time as interlocking payments and financial systems transmit financial disturbances rapidly throughout the world. As the degree of integration and interdependence changes over time, is not a foregone conc1usion that international monetary institutions and mechanisms always remain well adapted to the state of the world economy. Occasional review of the performance of the system as well as proposals for improvements are therefore necessary. The contributions to this volume have l been brought together with this in mind.

This book scrutinises the arrangements to enforce good governance in this area both by means of external help and domestic political leadership. From the popular assumption that transformation is a collective good, it follows that the problem of free-riding has to be faced. Consequently there is a danger that transformation may never be completed. This book empirically tests the relationship between economic performance and good governance focusing upon voluntary coercion as a means to prevent free-riding behaviour. That the volume coincides with the seminal transformations of the communist countries of Eastern Europe is, of course, not fortuitous. But I shall have much less to say about the politi cal transitions from communism to parliamentary democracy, except the ways in which the latter may bolster or hinder the hoped-for economic mutations. In taking stock of where I stand on the issue of "radical reform" of planned economics in general and the CMEA in particular, both still moving targets, I have benefited greatly from participation in formal and informal conferences on economic reform. The product has also profited from many informal discus sions and exchanges of views among friends and colleagues, including those entrusted with and purely interested in efforts on the overall topic of the study launched from within the broad context of the United Nations, my at times reluctant employer.

It comprises, in short, European exchange rate management and interest rate policy decisions within and without the European Monetary System (EMS). A focal point of such policy actions are the money market operating targets of European Central Banks. Those central bank policies appear to be dominated, however, by the Deutsche Bundesbank. This has caused recurring critical discussion of European asymmetries and German leadership in monetary stabilization pOlicies, before and after the EMS turbulences of September 1992. However, it should be pointed out that German dominance has increasingly evolved in a cooperative way, ever since the Committee of European Central Bank Governors began to meet regularly in 1964; the Basle-Nyborg accord of 1987 formed a further stage of cooperative efforts within the EMS. Presently, a small group of countries (including Benelux and Austria) generally follows, after prior 'concertation', German monetary policy patterns. In this narrow sense, there exists a European central bank policy within a "Deutsche-Mark-Zone". In a broader sense, European central bank policy is shaped, after proper consultation, by monetary cooperation between the larger EMS countries, but once again dominantly influenced by Germany; recent problems of highjnterest rates in France and elsewhere due to (relative) restrictive German monetary pOlicies are striking examples. German monetary dominance, in the narrow or broad sense, obviously creates, in the long-run, an untenable situation in the eyes of European partner countries.

In this comprehensive volume, a group of policy-oriented economists from North America, Europe, and the former Soviet Union explore the causes of monetary instability in reforming economies and evaluate alternative institutional mechanisms designed to reduce inflationary pressures. Considering the latest theoretical and empirical research–as well as the experiences of former Communist countries, including Russia and the erstwhile Soviet republics–the contributors view inflation as a political issue and make a case for the creation of strong political institutions. They argue that although government actions that stimulate inflation tend to have low costs or even benefits in the sort run, they impose heavy costs on the economy in the longer term.
