Book excerpt: In the spring of 1984, the Baltimore County Fire Department identified a need to properly document the productivity of our Emergency Operations Division. A committee was formed, at the direction of the Fire Chief, and their Mission Statement was, "To conduct a study on the Fire Service productivity work schedule that would incorporate the daily function of station personnel." When the committee completed their study, a work schedule was provided that allowed personnel to be productive during their duty hours and to continue their emergency response functions. The work schedule was developed with a focus on the needs of our personnel in consideration of their occupational hazards regarding emergency responses, and the mental and physical preparedness they need in order to address their primary function. Experience identifies that the emergency response portion of our personnel's duties only accounts for approximately 5% to 10% of their on-duty time.

Book excerpt: Fire service managers in the City of Rockford, Illinois were concerned with the effectiveness of reporting methods of work performed by fire department employees. Historical reporting relied upon the count of number of calls made as a key measure of work performed. The city's financial accounting system reported work performance according to the assigned station of companies or personnel. The accounting system relied only on the number of calls as a measure of performance. Two problems are evident from the reporting and accounting methods used. First, fire department employees perform many more tasks than simply responding on calls. Secondly, there is a wide variance in the amount of work performed or services delivered on individual calls. Recommendations were developed to use standardized methods to report various types of tasks performed. These methods should not only report the quantity of tasks performed but also a measure of the resources (i.e. time or operating costs). The primary accounting of costs should be redefined to recognize the nature of service performed rather than the location of a fire station. Station location could be a secondary accounting measure. Primary measures should include items like fire suppression, emergency medical service, public fire education, fire prevention, and rescue. [STAR#: 3565]

Book excerpt: This research was sponsored to develop a method of evaluating the productivity of Air Force Fire Departments. Using the tasks developed by the Fire Department Workshop, input and output measures were defined and used in a new model of efficiency called Constrained Facet Analysis (CFA). The advantage of this methodology over others considered was that it can simultaneously evaluate multiple inputs and multiple outputs using empirical data with no a priori weighting. The results of the analysis provided an efficiency rating for each fire department and information about marginal rates of substitution and marginal rates of productivity for inefficient units based on their efficiency frontiers. Though the current CFA model has some dimensioning limitations that affected the depth of analysis available, the resulting evaluations gave a better indication of the real efficiency of individual fire departments than methods currently used and also gave better comparative information to be used in budgeting and resource allocation decisions.
