Book excerpt: See The Joint Air Defense Operations - Homeland (JADO-H) Joint Test (JT) was chartered on August 15, 2007, in support of North American Air Defense Command (NORAD) / U.S. Northern Command (NORTHCOM) mission to protect the homeland against asymmetric air and cruise missile attacks. The JADO-H test team was given the specific focus of developing planning tactics, techniques, and procedures supporting the Deployable - Homeland Air and Cruise Missile Defense (D-HACMD) concept of operations (CONOPS) completed by NORAD in 2005. Since completion of the CONOPS, an actual deployment of this ground-based Army missile point-defense system in the homeland has occurred only twice-.on both occasions there were several months of planning lead time required for successful coordination. As can be imagined the ability to deploy this system in a crisis situation is critical. Because planning for this mission area encompasses so many Department of Defense organizations and echelons of command, i.e. NORAD/NORTHCOM, U.S. Army North (ARNORTH), U.S. Air Force North (AFNORTH), CONUS NORAD Region (CONR), National Guard Bureau, U.S. Joint Forces Command (JFCOM), Air Combat Command (ACC), Forces Command (FORSCOM), Army air defense units, Air Force communication units, along with coordination at the state and federal agency level, a dynamic process modeling capability was chosen to chart the myriad interactions among these disparate organizations.

Except perhaps for the Theater-Level Gaming and Analysis Workshop, sponsored by the Office of united 1 states Naval Research in 1977 , this symposium was the first international scientific meeting on Operations Research/Systems Analysis in the area of land/air war fare since the conference on Modeling Land Battle Systems 2 for Military Planning sponsored by NATO's Special Pro gramme Panel on Systems Science in 1974. That conference dealt primarily with modeling small unit (company, bat talion) engagements and, to a lesser extent, large unit (corps, theater) campaigns with principal emphasis on attrition processes and movement in combat. It was considered as rather successful in that it revealed the state-of-the art around 1972 and identified problem areas and promising approaches for future developments. lWith regard to foreign attendance, this wo- shop was largely limited to participants from the United Kingdom and the Federal Republic of Germany (see L.J. Book excerpt: The authors believe the use of the CAGIS (Cartographic Analysis and Geographic Analysis) model in conjunction with the JANUS model, portraying a plausible threat operations plan, is the key link in the integration of threat air defenses in a hierarchy of models. The current JANUS model alone does not provide the discrimination among various systems due to the absence of a mechanism to vary flight paths continuously in micro-terrain. The theater combat models do not distinguish system characteristics, but rather require discriminating factors to show non-trivial differences, between candidates. The simulation architecture which we are using does not give the threat air defense systems an undue advantage which a layered threat portrayal does. It reveals the capabilities/limitations of rotorcraft in a more realistic threat environment; and it provides insights into the capabilities/limitations of air defense systems. The balance between complexity and accuracy in models is key to gaining such insights. An example of these relationships is depicted in Figure 16. We believe that the impact of threat air defense systems on Blue rotorcraft operations should be examined further and an operational estimate be provided to Army aviation personnel. We are refining this approach and plan to use it as an analysis tool in support of other Army aviation studies being performed by the Arroyo Center. (kr).
