Now in its ninth year, the turmoil has forced European leaders to rethink their approaches to the region, based on the now-obvious reality that the brief hopes of early 2011 for the spread of democracy and economic progress will not be fulfilled anytime soon. In this book, experts from Europe, the United States, and the Middle East discuss what has happened since the so-called “Arab Spring” emerged and how those often-bewildering events have affected both North Africa and the European states across the Mediterranean. The book is based on papers presented at a March 2018 conference sponsored by the South Mediterranean Regional Program of the Konrad Adenauer Stiftung. Chapters focus on events in Algeria, Egypt, Libya, Morocco, and Tunisia—and offer ideas for how the European Union can adopt fresh approaches to the region, moving beyond its frequently uncertain and shifting responses of recent years.

At the same time, the European Union and its member states face many challenges and dilemmas in designing and pursuing policies that not only effectively promote these interests, but also build stronger partnerships with neighbouring countries based on the values on which the Union is founded. First the Arab revolts and then Russia’s assertiveness in the eastern neighbourhood prompted reviews by the EU of its European Neighbourhood Policy (ENP), in 2011 and 2015, respectively. These reviews, in turn, have renewed scholarly interest in the ENP. By deliberately focusing on the recent literature (since 2011), this book by CEPS identifies the factors that explain the (lack of) effectiveness and coherence of the ENP. This exercise has resulted in a rich overview of and deep reflection on a wide variety of ENP-related themes, such as conditionality and leverage, the interests vs values dilemma and the role of third parties. The study identifies where there is consensus among scholars and where perspectives and judgements differ. It also identifies important gaps in the literature where further research is needed. This book will be of interest to a wide audience of officials, diplomats, parliamentarians, researchers at think tanks, civil society organisations, university teachers, trainers, students and journalists who want to know more about the challenges and dilemmas arising from the ENP. Book excerpt: As the so-called Arab Spring has slid into political uncertainty, lingering insecurity and civil conflict, European and American initial enthusiasm for anti-authoritarian protests has given way to growing concerns that revolutionary turmoil in North Africa may in fact have exposed the West to new risks. Critical in cementing this conviction has been the realisation that developments originated from Arab Mediterranean countries and spread to the Sahel have now such a potential to affect Western security and interests as to warrant even military intervention, as France’s operation in Mali attests. EU and US involvement in fighting piracy off the Horn of Africa had already laid bare the nexus between their security interests and protracted crises in sub-Saharan Africa. But the new centrality acquired by the Sahel after the Arab uprisings – particularly after Libya’s civil war – has elevated this nexus to a new, larger dimension. The centre of gravity of Europe’s security may be swinging to Africa, encompassing a wide portion of the continental landmass extending south of Mediterranean coastal states. The recrudescence of the terrorist threat from Mali to Algeria might pave the way to an American pivot to Africa, thus requiring fresh thinking on how the European Union and the United States can better collaborate with each other and with relevant regional actors.

Yet the idea of Europe has a long, problematic history—in medieval times, it was synonymous with Christianity; in the modern era, it became associated with ‘whiteness’. Eurowhiteness exposes the EU as a vehicle for imperial amnesia. Narratives of European integration emphasise the lessons of war and the Holocaust, but not the lessons of colonial history. The EU is about power as much as peace—and civic ideas of Europe are being displaced by ethnic and cultural ones. Since the 2015 refugee crisis, whiteness has become even more central to European identity—a troubling new turn in Europe’s long civilisational project. It is time to confront the relationship between ideas of Europe and ideas of race.
