The issues of developing countries are discussed in world economic forum by United Nations Conference on Trade and Development and Doha Agenda of WTO. The matters of the least developed country and developing countries are frequently discussed and prioritized in the meeting of international society. The Declaration for the Establishment of a New International Economic Order, adopted by the United Nations General Assembly in 1974 and the declaration, A Programme of Action and a Charter of Economic Rights and Duties of States in 1974 played important roles to support it. Yet, NIEO programme supported developing countries for promoting trade, transfer of technology, regulation of MNCs, international monetary system and development aid, and interdependence and cooperation despite the spiteful criticism from the economist of developed countries. This legacy of international order was continuously seen in WTO negotiation forum as well. Sustainable development was important agenda of Doha round of trade negotiation. Many least developed countries are out of membership to WTO, it has a greater challenge to make them participated in trading agreement and implement it structurally and practically. The positive aspect of this round of negotiation is that development of developing countries is possible with their greater level of participation in international trade but not with the support in the form of aid.

The need to reconcile the competing demands of economic growth, economic development, and environmental protection has become central to the multilateral trade agenda. In this volume various commentators debate the role of the World Trade Organization and other institutions in addressing these challenges. The book arises from the papers presented at two High Level Symposia hosted by the World Trade Organization in March 1999, on Trade and the Environment and Trade and Development. The first section of the work focuses on the relationship between trade and the environment. The issues addressed include the need for WTO members to pursue integrated trade and environmental policies in order to achieve sustainable development, ways in which the removal of trade restrictions and distortions can lead to positive environmental and development solutions, the relationship between WTO provisions and trade measures contained in environmental agreements, and the need for transparency and effective interaction between civil society and the trade community. The second section examines the growing importance of developing countries in the global trading system over the last 30 years, and the ways in which the inequalities which persist between countries may be addressed. But negotiations between the industrial countries of the North and the developing countries of the South will remain an important feature of international politics in the years ahead. Careful analysis of the negotiating experience of the 1970s—when the pressures of the South for reform of the international economic system reached their peak in a wide variety of international forums—can help improve the negotiating process itself as well as policy formulation. Positive Sum focuses on the relationship of the process of the negotiations of the recent past to their final outcomes. This emphasis differentiates it from the many works on North-South relations that assess results only. The volume presents eight case studies of specific North-South negotiations, prepared as part of a project of the Overseas Development Council in Washington, D.C. The book's emphasis is on pragmatic paths-conflict management, conciliation, cooperation—to mutually satisfactory solutions in asymmetrical situations. In its policy recommendations, the study seeks to move the parties away from sharp divisions between the rich and strong on one side and the poor and relatively weak on the other.
