While there remain some underutilized species, and some stocks not yet fully rehabilitated, and also some real potential for enhancement/culture it is nevertheless clear that recent expansions in harvesting and processing capacity are such that the limits to growth are being reached and future development will have to concentrate on competitiveness, efficiency and extracting more value domestically from a limited resource. In light of these changing circumstances, the Dept. of Fisheries and Oceans decided in the summer of 1979 that a comprehensive review of fisheries policy should be undertaken to update the policy paper of 1976.
