Book excerpt: Since the mid-l980s, DoD has focused on increasing the knowledge and skills of the contracting workforce. Milestones in this effort include the passage of DAWIA, the establishment of DAU, and the expansion of training opportunities through DSMC. The Department recognizes that services acquisitions are increasing in both frequency and complexity and that services-related education and training opportunities must expand commensurately. Furthermore, the curricula to support services acquisitions must reflect the increasingly frequent use of performance-based contracting techniques (see the example in Appendix G). The Department needs personnel with sufficient experience, education, and training to shift from a process-based to a performance-based contracting environment. As DoD relies more on "support services" contractors, both to provide direct assistance to DoD managers and to perform commercial-type activities, it is essential that services contracts be developed and managed effectively. As part of a multifunctional team acquisition and requirements personnel must learn to articulate, using performance-based language, what they expect from contractors providing support services. Additionally, these personnel must improve their performance management skills to ensure that the Government's high expectations are being fulfilled. The objective of this study is to recommend ways to achieve this transition in services contracting by improving the education and training these personnel receive.

Book excerpt: Because the U.S. Air Force spends over one-third of its budget on nonweapons purchased goods and services, such purchases are a prime target area in which to seek performance improvements and cost savings. Prompted by a need for improved performance from its supply base, the Air Force has become increasingly aware of the advantages of using market research, contract consolidation, supply base rationalization, and other leading purchasing and supply management (PSM) practices in its dealings with suppliers. To aid the Air Force in its PSM efforts, RAND examined how innovative commercial firms implement such practices in their purchases of goods and services. After a review of the academic and trade literature, the study team conducted a series of elite interviews using a structured questionnaire to gather primary data from "best in class" commercial firms. The key findings are that (1) innovative commercial firms are moving to a strategic, goal-oriented approach to PSM, (2) implementing new PSM practices can take a number of years and often requires significant, permanent change throughout the organization, and (3) the Air Force needs strategies to sustain continuity of support for serious PSM change from one leadership team to the next.

In 2005, GAO reported that CMS's plan to accelerate the transition could create challenges and was based on estimated costs and savings that were uncertain. In this report GAO examined (1) how CMS has implemented Medicare contracting reform; (2) how CMS assessed the performance of the MACs and what the results of its assessments have been; and (3) what CMS's costs and savings have been for Medicare contracting reform. GAO selected a sample of 6 transitions to review from among the 10 MAC contracts awarded as of June 2008, based on factors such as geographic diversity, volume of claims workload, and transition complexity. GAO analyzed CMS documents related to the MAC transitions, including performance assessments for 3 of the 6 MACs in the sample that had results available for three types of reviews as of March 2009, and interviewed CMS officials, contractors, and provider groups.
