As such, the Legislature specified in statute 1) the public entities and projects subject to QHI, 2) the minimum level of health insurance coverage that must be offered, and 3) how public entities can ensure that health insurance offers are sufficient.

Book excerpt: The Panel on Performance Measures and Data for Public Health Performance Partnership Grants was established at the request of the U.S. Department of Health and Human Services (DHHS). Its charge is to examine the state of the art in performance measurement for public health and to recommend measures that could be used to monitor the Performance Partnership Grant agreements to be negotiated between each state and the federal government. The panel was asked to consider performance measures in ten areas, which are clearly a subset of the full range of traditional public health concerns: chronic diseases; sexually transmitted diseases (STDs), human immunodeficiency virus (HIV) infection, and tuberculosis; mental health; immunization; substance abuse; and three areas of prevention of special interest to DHHS-sexual assault, disabilities, and emergency medical services. This report focuses on measures that states and the federal government can use over the next 3 to 5 years to negotiate agreements and monitor performance in these areas. A later report will examine additional measures that might be developed from new research findings on program effectiveness or as improvements are made to state and federal surveys and data systems.

Book excerpt: The Division of Family Health and Preparedness (FHP or Division) within the Department of Health administers programs that according to their mission, promote “optimal health outcomes for Utah’s most vulnerable populations.” Vulnerable populations include women, infants, children, the disabled, the elderly, those needing emergency services, low -income individuals, and populations facing health disparities. The Division employs approximately 270 individuals among six bureaus. Many bureaus oversee operational programs that partner with or support local health departments and community organizations to deliver services throughout the state (FHP provides few direct services). Most bureaus are funded through a combination of state and federal funds, resulting in a broad spectrum of stakeholders.

Book excerpt: This report describes the findings from a demonstration conducted by RAND with the Florida Medicaid program to test applications of Consumer Assessment of Health Plans Study (CAHPS) consumer reports in the Medicaid sector. In collaboration with the Florida Agency for Health Care Administration (AHCA), we designed both paper and computer-based report formats, which were tested in field applications in Volusia County, Florida. This demonstration was the first of RAND's CAHPS demonstrations. Results of this work have been applied in subsequent demonstrations with the New Jersey and Iowa Medicaid programs.
