All three of California's public postsecondary education segments charge resident students a systemwide enrollment fee. In addition, the California State University and the University of California also charge students mandatory, campus-based fees. These campus-based fees help support student services such as counseling, student union activities, student government, and recreation. California has sought to avoid charging resident students for the direct cost of instruction, which it charges as "tuition" to nonresident students. For the 2004-05 academic year, the California Community Colleges charged resident students $26 per credit unit--an increase from $18 per credit unit assessed in 2003-04. In 2004-05, a full-time California Community College student enrolled in 15 units per term paid $780 in mandatory statewide enrollment fees. This amount is lower than the fees charged by any other state in the nation. The state with the next lowest community college charges is New Mexico, which charges its full-time students $896 per year--nearly 15% more than the current California Community College fee level. In 2004-05, the average amount charged to a full-time resident community college students nationally was $2,324--nearly three times the amount charged by California's community colleges.

Book excerpt: In 1996, the State's former statutory policy relating to student fees at the State's public universities sunset. Since that time, the State has had no statutory policy in place regarding the ways in which mandatory systemwide student fees at its public universities are to be set or adjusted. Given the lack of a statutory student fee policy and the State's deteriorating fiscal situation, during the 2002-03 State budget deliberations, the Legislature adopted Supplemental Report Language directing the California Postsecondary Education Commission to convene various parties to develop long-term student fee policy recommendations for students enrolled at the University of California and the California State University. The language requests that the Commission forward its student fee policy recommendations to the Legislature by December 1, 2002. Since May 2002, Commission staff has convened meetings of interested parties to discuss and develop the requested student fee policy recommendations. After nearly a dozen formal meetings and extensive informal consultation, the advisory group has reached broad general--although not universal--agreement about the recommended framework for implementing a long-term student fee policy at California's public universities. The recommendations presented in this paper represent the Commission's perspective regarding a "long-term" student fee policy for the State's public universities. Pursuant to the legislative request, the policy recommendations and framework outlined in this item relate only to mandatory resident student fees at California's public universities. These policy recommendations do not apply to student fees at California's public community colleges. The Commission's student fee policy recommendations are organized into four sections. The first section provides a preamble to the recommended student fee policy and provides the context for considering student fee related issues. The second section outlines a series of policy principles that the Commission recommends be adopted to guide the setting and adjusting of mandatory resident systemwide student fees. The third section outlines the implementing framework that the Commission recommends be adopted to effectuate the implementation of the recommended student fee policy principles. The fourth and final section addresses one additional issue that may require attention to effectively implement the proposed student fee policy. (Karl M. The rationale for this differential stems from two principle factors. First, providing graduate courses is--on average--more expensive than the cost of providing undergraduate courses. Second, while advanced education and training provide substantial societal benefits, students who complete academic graduate degrees generally earn higher salaries upon completion of their graduate studies resulting in more personal gain from this education. Both of California's public university systems charge resident graduate students a systemwide enrollment fee, as well as mandatory, campus-based fees. The mandatory campus-based fees vary from campus to campus and help support student services such as counseling, student union activities, student government, and recreational facilities. Through budget actions over the past several years, California has required resident students to pay an increasing proportion of the cost of their education, while nonresident students have been assessed increased "tuition" levels to cover their educational costs.
