Book excerpt: Excerpt from A Municipal Program The powers granted to cities, however, in Colonial times and for many years after the Revolution, were few in num ber. The public afl'airs of cities were on the whole matters of petty housekeeping, not calculated to arouse great public interest. A very small proportion of the population of the whole country lived in cities. As late as 1810 the public expenditures of New York City, with a population of were only In 1820 there were but thirteen towns in the United States with population, and their combined population was less than five per cent of the entire population of the country. There was little, if anything, to create local political parties, z'. E. Parties divided upon local questions. The active political interests of the citizens were centred in national questions, and con tests for local ofiice were a part of the strife in national poli tics, local appointive ofice early becoming the spoils of partisan politics. New York's mayor, for instance, at that time appointive, was changed nine times between 1801 and 182 3, as often, that is, as the Council of Appointment changed its political complexion; in the Colonial period, although the mayor's nominal term was one year, he frequently retained the ofice for ten years. By 1 850 there were eighty-five towns in the United States with populations of and upwards, and their com bined population was approximately about 1 2% per cent of the population of the country. New York City then had a population of Philadelphia Boston and Baltimore each. During this period of growth the cities were of necessity undertaking additional functions and, since the state legislatures were the source of municipal powers and legislative statutes were the means of granting them and regulating their exercise, special and local acts of state legislatures became increasingly frequent. Book excerpt: Excerpt from Municipal Program: Report of a Committee of the National Municipal League, Adopted by the League, November 17, 1899, Together With Explanatory and Other Papers The Municipal Program adopted by a unanimous vote at the Columbus meeting of the National Municipal League in November, 1899, represents the logical outcome of six years of effort. At the time of the Philadelphia Conference for Good City Government, called in January, 1894, at the joint invitation of the City Club of New York and the Municipal League of Philadelphia, the feeling on the part of students of municipal government and those interested in its reform was largely one of hopelessness. The papers read at the Philadelphia meeting set forth a condition of affairs sufficient to fill the most stout-hearted with a feeling of dismay. Nevertheless, the thought was present to the minds of many that a careful study of municipal conditions and a frequent exchange of views would not only clear the atmosphere, but might eventually lead to the adoption of a plan of action upon which union for concrete work might be possible. Several of the speeches looked toward this end. Indeed, it was definitely proposed that there should be formed an organization which should have for its object the study of American municipal conditions as a precedent to the formulation of a program of action. One speaker outlined the thought as follows: "One important lesson of this Conference must have been impressed on the minds of all who have taken part in it. Concerted attack on municipal corruption had not yet reached its crest, but it was gathering momentum. Equally extensive were the entries under the heading, Housing of the Working Classes and of the Poor in Cities and the section on water supply and sanitation was surprisingly long. On the other hand there were comparatively few entries for public works and home rule; the only item on city plan ning was Planning the Site for a City, a technical study by Lewis M. Haupt in Engineering Magazine for 1895. Three years later Brooks prepared, with the help of Dr. Milo R. Maltbie, A Bibliography of Municipal Problems and City Conditions, complete to 1901. Explaining the need for the work, Brooks wrote since the publication of the first edition of this work in 1897, the literature on cities has grown so rapidly that from three to four times as much space is now required to list it adequately. References to European cities reflected growing interest in comparative studies. The project, Sponsored by the Reform Club, was suspended when the re form movement receded, following on a number of victories for mea sures it had sponsored. In this interim the most intensive studies of municipal affairs shifted to such universities as maintained chairs in municipal government and political science. There has been a natural conservatism in the undertaking of new work and the assumption of new functions; but so far as reported there has been no abandonment of those lines of activities previously assumed and regularly carried on. Although it must be pointed out that if it had not been for the war, the new year would have seen the greatest develop ment of municipal activity the country has ever witnessed, along both physical and general lines, and I am not at all sure that the war will check the latter. That it has seriously interfered with the former, how ever, there can be no doubt, due, however, undoubtedly to the unsettled financial condition of the country. From all sections comes the word that there is great difficulty in placing city loans, at least through the usual channels. Although there have been notable exceptions as in the case of New York, which with comparative ease floated a loan of to take up the city stock held abroad and falling due this autumn. Municipal credit as such does not seem to be hurt or jeopardized. The trouble seems to be in the disinclination of the capitalists to invest in municipal or any other issues, although this timidity and unwillingness is beginning to Show Signs of disappearing, and the belief quite widely prevails that where municipal bond issues are offered in popular amounts and over the counter, as described in the review of last year's municipal events2 they will be promptly taken up. Indeed the opinion prevails among financial authorities that the European Situation in time, and that a comparatively Short one, will make municipal securities the most desir able in America. The solution of the present problem is the issuance of short term notes, not revenue bonds issued in anticipation of taxes matur ing in six or eight months, but two, three and four-year or one to five-year serial securities, similar to the recent six per cent corporate stock notes issued by New York City, carrying interest at five or five and one half per cent or possibly a little higher, according to the Size and credit of the borrower.
