Book excerpt: Among the many important political and social reforms of the mid 19th century concerning working conditions, public health and education was the Public Libraries Act of 1850. However, while this allowed municipal boroughs in England and Wales to establish public libraries, few were built until Queen Victoria's Golden Jubilee in 1887 precipitated the setting up of several dozen. During the 1880s and 90s private philanthropy saw the construction of a vast number of small and medium sized libraries, and by 1914, 62 per cent of the England's population lived within a library authority area. This selection guide looks at the external architecture of the libraries built under these and later initiatives, and how they were fitted out and used as access to their book-stock was opened up to readers.

Free public libraries supported by local taxation had begun with Boston in 1849 and slowly spread throughout the country. The Carnegie benefactions made them leap forward. This internationally famous celebrity chose libraries as one of the primary sources for his philanthropy. He also attached two conditions to his offer of money for a public library building--the local community had to provide a suitable site and formally agree to continuously support the library through local tax funds. The latter solidified acceptance of the concept of tax support for libraries.

As a form of rule it relied on the production of certain kinds of citizens and patterns of social life, which in turn depended on transforming both the material form of the city (its layout, architecture, infrastructure) and the ways it was inhabited and imagined by its leaders, citizens and custodians. Focusing mainly on London and Manchester, but with reference also to Glasgow, Dublin, Paris, Vienna, colonial India, and even contemporary Los Angeles, Patrick Joyce creatively and originally develops Foucauldian approaches to historiography to reflect on the nature of modern liberal society. His consideration of such "artifacts" as maps and censuses, sewers and markets, public libraries and parks, and of civic governments and city planning, are intertwined with theoretical interpretations to examine both the impersonal, often invisible forms of social direction and control built into the infrastructure of modern life and the ways in which these mechanisms both shape culture and social life and engender popular resistance.
