Hundreds of thousands have been internally displaced by violence, or have sought refuge in neighbouring or friendly Muslim countries. This conflict has become a litmus test for change in this country in transition, and current assessments are far from positive. Whitewashing by the military, and a refusal by Aung San Suu Kyi's government to even use the name 'Rohingya', adds to international scepticism. Exploring this long-running tripartite conflict between the Rohingya, Rakhine and Burman ethnic groups, this book offers a new analysis of the complexities of the conflict: the fears and motivations driving it and the competition to control historical representations and collective memory. The author asserts that the recognition of the Rohingya rights is a part of the decolonization of Myanmar. In the 2014 Myanmar census more than 1.3 million identified themselves Rohingya. The self-identification is a birthright that every human has. Nevertheless, the Myanmar authorities did not accept their identity "Rohingya" and excluded them from the 2014 census. The Myanmar authorities announced that the "Rohingya" will be included in the census only if the "Rohingya" accept the identity "Bengali." The Myanmar government labeled them "illegal Bengali immigrants." The Rohingya, more than one million, claim that they are the indigenous to Arakan. They defy the injustice and brave to live a "stateless life" in the concentration camps or in the open prisons. Now they are known as the 'internally displaced persons' or IDP. As in other religiously, culturally and linguistically heterogeneous countries where a dictatorship has loosened a tight grip, people there have wanted for democratic institutions to express and manage conflict. Under these circumstances, mundane and seemingly apolitical events sometimes unfold into moments of intense violence. Interpreting Communal Violence in Myanmar addresses one such violent chapter in Myanmar's recent past: the communal violence that shook the country between 2012 and 2014. The violence, most of it involving Buddhists attacking Muslims, ranged from localised, fleeting, inter-group melees, to large scale, apparently well-organised, state-supported killing and destruction of property of a targeted community, running over a number of days. The book's seven chapters comprise a response to the violence by a group of Myanmar and Southeast Asia experts. Their contributions trace the histories and contemporary features of the violence, and the legal and political arrangements that made it possible. Their interpretations, while specific to Myanmar, also contribute to broader debate about the characteristics, causes and consequences of communal violence generally. It is also where wealthy governments wield economic leverage and military force to renegotiate existing norms of international relations. Under these circumstances, it is difficult to overestimate the importance and urgency of comprehending the mechanisms and motivations driving these phenomena. This book is the outcome of a decade-long effort to advance both theoretical and empirical understanding of what motivates non-Western governments’ decisions to cooperate/not cooperate regionally. It starts by acknowledging the Western-centrism of prevailing international relations theories, abandoning deeply entrenched assumptions regarding the nature and roles of states, and redefining state weakness. The inquiry continues by elaborating this new concept and applying it to Southeast Asian polities while positing that it creates governments vulnerable to internal and external threats, in line with Joel S. Migdal’s well-known findings on the topic. A set of regional cooperation strategies is then inferred, based on the survival needs of insecure governing elites and its empirical validity is tested against the experience of regional organizations in Africa, Asia, and the Americas. The second part of the book provides an in-depth examination of how Southeast Asian governments’ shared security needs and interests shaped the emergence of the identified regional cooperation pattern and its evolution over 50 years of cooperation within the Association of Southeast Asian Nations (ASEAN). Overall, this book is a call to international relations scholars to do our part in understanding non-Western experiences and making a substantive contribution to addressing humanity’s most intractable security threats.

Globally, 70.8 million people are considered forcibly displaced by armed conflict and nearly 132 million people need emergency humanitarian assistance. At the same time, there has been a steep escalation in the deliberate, willful obstruction of humanitarian access, impeding the ability of humanitarian aid to reach the most vulnerable people and vice versa. As humanitarian emergencies become increasingly complex and protracted, blocked humanitarian access will only increase without urgent action. To ensure the ability of aid to reach those who need it most and to uphold the principles of international humanitarian law, the United States should elevate humanitarian access as a foreign policy priority and work to reconcile tensions between critical national security measures and the growing needs of vulnerable populations in fragile, conflict-affected states. This report is the result of the CSIS Task Force on Humanitarian Access.

While the violence originally broke out between Rakhine Buddhists and Rohingya Muslims, it subsequently emerged throughout the country, impacting Buddhists and Muslims of many ethnic backgrounds. This article offers background on these so-called "communal conflicts" and the rise and evolution of Buddhist nationalist groups led by monks that have spearheaded anti-Muslim campaigns. The authors describe how current monastic political mobilization can be understood as an extension of past monastic activism, and is rooted in traditional understandings of the monastic community's responsibility to defend the religion, respond to community needs, and guide political decision-makers. The authors propose a counter-argument rooted in Theravada Buddhism to address the underlying anxieties motivating Buddhist nationalists while directing them toward peaceful actions promoting coexistence.
