This effort focuses on the safety culture within CDOT and the effectiveness of the CDOT safety programs on improving safety culture. The study used a survey approach based on interviews with senior safety officials to determine the scope of the survey questions. Based on the survey results, it is recommended that CDOT continue to engage in culture enhancement activities. Of particular importance is the continued discussion of the Excellence in Safety program and the undertaking of a follow-up effort to understand why specific regions have a higher level of implementation and change than others. Additionally, the effort needs to focus on understanding the differences in perception between supervisory and field crew personnel.

Available in PDF, EPUB and Kindle. Book excerpt: The Colorado Department of Transportation (CDOT) is currently investigating approaches to reduce the frequency and severity of work-related injuries. The incident rates for CDOT are significantly higher than those achieved by some private organizations (e.g., Kiewit) and comparable DOTs. One element in determining the current state of safety practices within CDOT is evaluation of Job Safety Analysis Forms (JSAs) and their current use. This study examined the effectiveness of these forms in terms of worker perspectives and the overall organizational strategies associated with the forms. Study results indicate that CDOT has a mixed record for implementing JSAs. There is a very positive attitude towards the JSAs and a strong willingness by workers to enhance the safety record. However, this positive is balanced by an equally strong negative aspect in terms of actual usage of JSAs in relation to the intent of the program.

Book excerpt: This report analyzes approaches taken by state departments of transportation (DOTs), their local partners, and other project sponsors to satisfy National Environmental Policy Act (NEPA) requirements for transportation projects involving more than one mode. Specific objectives of the research were to: 1) characterize the challenges inherent in satisfying the NEPA requirements of multiple U.S. DOT agencies; 2) identify strategies and tactics that state and local transportation agencies have used to overcome these challenges; and 3) suggest new and innovative strategies that can be applied by state and local transportation agencies in future multimodal NEPA processes. Twelve case studies illustrate successful practices and provide examples of institutional arrangements used to comply with NEPA requirements for two or more U.S. DOT agencies. The case studies demonstrated that there is no single best way to approach the NEPA process for multimodal situations. Success may depend more on the willingness and motivation of the agencies to work together, to find common ground, and to work around differing processes, and less upon a specific organizational structure. An effective interagency approach depends on how well the project sponsor and other agencies are able to work together and bridge their procedural differences.

Book excerpt: An integrated mobile testing study that utilized a large truck equipped with various testing equipment was conducted on Interstate I-70 in Colorado. The field study integrated wind measurement, vehicle dynamic monitoring and geospatial multimedia technology on a real-time and synchronized basis. Essential multi-type data was collected in both time and spatial domains for further investigations of wind characterizations and the safety performance of large trucks under crosswinds, in complicated topographic conditions and other environmental conditions. Environmental geospatial multimedia information for transportation safety has become a very important information source with data integration from both DOT and drivers' perspective in terms of planning, precise decision-making and management. Drivers can benefit from the geospatial multimedia information of road environments in terms of driving safety and confidence. Based on the field testing results, a framework for a traffic vulnerable information system was developed, and the geospatial multimedia technology was integrated with environmental condition and just emerged in transportation engineering field and Web-based platform to assist transportation management and drivers. This study implemented Video Mapping System (VMS) technology along the I-70 mountain corridor, measured wind speeds in three dimensions and accelerations in two dimensions, and developed a Web-based geospatial multimedia database with embedded wind speeds and accelerations as environmental-related georeferenced vulnerable traffic information at selected feature points in the testing route.

During the past 20 years, 25 states and the District of Columbia have legalized cannabis and/or cannabidiol (a component of cannabis) for medical conditions or retail sales at the state level and 4 states have legalized both the medical and recreational use of cannabis. These landmark changes in policy have impacted cannabis use patterns and perceived levels of risk. However, despite this changing landscape, evidence regarding the short- and long-term health effects of cannabis use remains elusive. While a myriad of studies have examined cannabis use in all its various forms, often these research conclusions are not appropriately synthesized, translated for, or communicated to policy makers, health care providers, state health officials, or other stakeholders who have been charged with influencing and enacting policies, procedures, and laws related to cannabis use. Unlike other controlled substances such as alcohol or tobacco, no accepted standards for safe use or appropriate dose are available to help guide individuals as they make choices regarding the issues of if, when, where, and how to use cannabis safely and, in regard to therapeutic uses, effectively. Shifting public sentiment, conflicting and impeded scientific research, and legislative battles have fueled the debate about what, if any, harms or benefits can be attributed to the use of cannabis or its derivatives, and this lack of aggregated knowledge has broad public health implications. The Health Effects of Cannabis and Cannabinoids provides a comprehensive review of scientific evidence related to the health effects and potential therapeutic benefits of cannabis. This report provides a research agendaâ€"outlining gaps in current knowledge and opportunities for providing additional insight into these issuesâ€"that summarizes and prioritizes pressing research needs.
