Instead, a patent was a "grant by the government to the author of a new and useful invention, of the exclusive right, for a term of years, of practising that invention" (xxi). Better known for his Federalist interpretation of the Constitution, Curtis [1812-1894] was prominent New York patent attorney and the author of works on admiralty and equity jurisprudence.

The Code was first published in 1926, and a new edition of the code has been published every six years since 1934. The 2012 edition of the Code incorporates laws enacted through the One Hundred Twelfth Congress, Second Session, the last of which was signed by the President on January 15, 2013. It does not include laws of the One Hundred Thirteenth Congress, First Session, enacted between January 2, 2013, the date it convened, and January 15, 2013. By statutory authority this edition may be cited "U.S.C. 2012 ed." As adopted in 1926, the Code established prima facie the general and permanent laws of the United States. The underlying statutes reprinted in the Code remained in effect and controlled over the Code in case of any discrepancy. In 1947, Congress began enacting individual titles of the Code into positive law. When a title is enacted into positive law, the underlying statutes are repealed and the title then becomes legal evidence of the law. Currently, 26 of the 51 titles in the Code have been so enacted. These are identified in the table of titles near the beginning of each volume. The Law Revision Counsel of the House of Representatives continues to prepare legislation pursuant to 2 U.S.C. 285b to enact the remainder of the Code, on a title-by-title basis, into positive law. The volume focuses on performances outside the traditional sphere of theatre, among them living history museums, battle reenactments, pageants, renaissance festivals, and adventure-tourism destinations. This volume argues that the recent surge in such performances have raised significant questions about the need for, interest in, and value of such nontraditional theater. Many of these performances claim a greater or lesser degree of historical "accuracy" or "authenticity," and the authors tease out the representational and historiographic issues related to these arguments. How, for instance, are issues of race, ethnicity, and gender dealt with at museums that purport to be accurate windows into the past? How are politics and labor issues handled in local- or state-funded institutions that rely on volunteer performers? How do tourists' expectations shape the choices made by would-be purveyors of the past? Where do matters of taste or censorship enter in when reconciling the archival evidence with a family-friendly mission? Essays in the collection address, among other subjects, reenactments of period cookery and cuisine at a Maryland renaissance festival; the roles of women as represented at Minnesota's premiere living history museum, Historic Fort Snelling; and the Lewis and Clark bicentennial play as cultural commemoration. The editors argue that historical performances like these-regardless of their truth-telling claims-are an important means to communicate, document, and even shape history, and allow for a level of participation and accessibility that is unique to performance. Enacting History is an entertaining and informative account of the public's fascination with acting out and watching history and of the diverse methods of fulfilling this need.

However, few of these projects achieve their stated goals and some of them are complete failures. Therefore, understanding e-government success has become very important and urgent in recent years. In order to develop relevant knowledge about this complex phenomenon, researchers and practitioners need to identify and assess what are the main conditions, variables, or factors that have an impact on e-government success. However, before being able to evaluate these impacts, it is necessary to define what e-government success is and what some e-government success measures are. This book presents a review of both e-government success measures and e-government success factors. It also provides empirical evidence from quantitative analysis and two in-depth case studies. Although based on sound theory and rigorous empirical analysis, the book not only significantly contributes to academic knowledge, but also includes some practical recommendations for government officials and public managers. Theoretically, the book proposes a way to quantitatively operationalize Fountain’s enactment framework. Based on the institutional tradition, the technology enactment framework attempts to explain the effects of organizational forms and institutional arrangements on the information technology used by government agencies. According to Fountain (1995; 2001) the technology enactment framework pays attention to the relationships among information technology, organizations, embeddedness, and institutions. This framework is very well known in the e-government field, but is normally used for qualitative analysis and there is no previous proposal of how to use it with quantitative data. The book proposes variables to measure each of the different constructs in this framework and also tests the relationships hypothesized by Fountain’s theory. Finally, using the advantages of the selected quantitative analysis technique (Partial Least Squares), the study also proposes some adjustments and extensions to the original framework in a theory building effort. Methodologically, the book reports on one of the first multi-method studies in the field of e-government in general and e-government success in particular. This study uses a nested research design, which combines statistical analysis with two in depth case studies. The study begins with a statistical analysis using organizational, institutional, and contextual factors as the independent variables. An overall score representing e-government success in terms of the functionality of state websites is the dependent variable. Second, based on the statistical results two cases are selected based on their relative fitness to the model (residuals) and their position in the general ranking of website functionality (which includes four different measures). In order to complement the results of the statistical analysis, case studies were developed for the two selected states (New York and Indiana), using semi-structured interviews and document analysis. In terms of the statistical analysis, the book constitutes one of the first applications of Partial Least Squares (PLS) to an e-government success study. PLS is a structural equations modeling (SEM) technique and, therefore, allows estimating the measurement model and the structural model simultaneously. The use of this sophisticated statistical strategy helped to test the relationships between e-government success and different factors influencing it, as well as some of the relationships between several of the factors, thus allowing exploring some indirect effects too.
