Book excerpt: This book presents the history of the Gomez, an elite family of Mexico that today includes several hundred individuals, plus their spouses and the families of their spouses, all living in Mexico City. Tracing the family from its origins in mid-nineteenth-century Mexico through its rise under the Porfirio Diaz regime and focusing especially on the last three generations, the work shows how the Gomez have evolved a distinctive subculture and an ability to advance their economic interests under changing political and economic conditions. One of the authors' major findings is the importance of the kinship system, particularly the three-generation "grandfamily" as a basic unit binding together people of different generations and different classes. The authors show that the top entrepreneurs in the family, the direct descendants of its founder, remain the acknowledged leaders of the kin, each one ruling his business as a patron-owner through a network of clienty2Drelatives. Other family members, though belonging to the middle class, identify ideologically with the family leadership and the bourgeoisie, and family values tend to overrule considerations of strictly business interest even among entrepreneurs.

Mexico is now a predominantly urban nation, and this study is the definitive work on the strategies of self-defense of its urban households. It is based on surveys of nearly 10,000 households, conducted during twenty years of field work in five very different cities, with the help of a staff of more than twenty Mexican social scientists, engineers, architects, and social workers. Far from being a compilation of undigested statistics, however, The Mexican Urban Household uses its rich data to vividly reveal how Mexican families use their every resource to defend themselves against a political and economic system that overwhelms and exploits them. It describes how families band together, sometimes with three generations in one small house, to minimize expenses and pool resources. It explores the limited range of available jobs, from secure but scarce bureaucratic positions to more common and less reliable jobs in blue-collar industries and the informal economy. And, most important, it traces the high cost to families, particularly to women, of the endless struggle to make ends meet. These important findings outline the dimensions of the economic crisis for ordinary Mexicans. It will be crucial reading not only for everyone interested in the future of Mexico but also for students of development throughout the Third World.

Book excerpt: The experiment with neoliberal market-oriented economic policy in Latin America, popularly known as the Washington Consensus, has run its course. With left-wing and populist regimes now in power in many countries, there is much debate about what direction economic policy should be taking, and there are those who believe that state-led development might be worth trying again. Susan Gauss’s study of the process by which Mexico transformed from a largely agrarian society into an urban, industrialized one in the two decades following the end of the Revolution is especially timely and may have lessons to offer to policy makers today. The image of a strong, centralized corporatist state led by the Partido Revolucionario Institucional (PRI) from the 1940s conceals what was actually a prolonged, messy process of debate and negotiation among the postrevolutionary state, labor, and regionally based industrial elites to define the nationalist project. Made in Mexico focuses on the distinctive nature of what happened in the four regions studied in detail: Guadalajara, Mexico City, Monterrey, and Puebla. It shows how industrialism enabled recalcitrant elites to maintain a regionally grounded preserve of local authority outside of formal ruling-party institutions, balancing the tensions among centralization, consolidation of growth, and Mexico’s deep legacies of regional authority.
