Book excerpt: "U.S maritime security and counter-piracy operations in the Somali Basin are informed by an immature strategy that fails to balance strategic ends, ways and means, lacks effective objectives and is deficient of an end-state that supports future withdrawal of maritime assets. Vast U.S resources have been and are still employed at the operational level, chasing a Somali Basin problem (piracy) that affects peripheral U.S. national interests at best. In contrast, West African maritime instability and security threats pose a serious risk to vital economic and geographic interests for the U.S., and if left unattended, could lead to a costly unplanned military, economic, humanitarian and/or environmental response in the future. The West African environment, to include the will of the people, progress in local governance, resources and wealth, expanding commerce with the West and the presence of U.S. commercial industry supports the implementation of a mature maritime security strategy that would add significant stability to the African continent, and would curtail the growing maritime instability and criminal activity that threatens U.S. interests. West Africa merits significant U.S. prioritization over the ongoing maritime operations in the Somali Basin. This paper will show that the opportunity is at hand for the U.S. to shift valuable resources, particularly naval assets which are in short supply, from the Somali Basin to West Africa and implement a mature maritime strategy that can effectively shape the West African maritime environment and ensure the security of vital U.S. interests in the region."--Abstract

Its processes are often irregular and confusing and are always based on difficult decisions laden with serious risks. In short, it is a subject understood by few and confusing to most. It is, at the same time, a subject of overwhelming importance to the fate of the United States and civilization itself. Col. Dennis M. Drew and Dr. Donald M. Snow have done a considerable service by drawing together many of the diverse threads of national security strategy into a coherent whole. They consider political and military strategy elements as part of a larger decisionmaking process influenced by economic, technological, cultural, and historical factors. I know of no other recent volume that addresses the entire national security milieu in such a logical manner and yet also manages to address current concerns so thoroughly. It is equally remarkable that they have addressed so many contentious problems in such an evenhanded manner. Although the title suggests that this is an introductory volume - and it is - I am convinced that experienced practitioners in the field of national security strategy would benefit greatly from a close examination of this excellent book. Book excerpt: As the so-called Arab Spring has slid into political uncertainty, lingering insecurity and civil conflict, European and American initial enthusiasm for anti-authoritarian protests has given way to growing concerns that revolutionary turmoil in North Africa may in fact have exposed the West to new risks. Critical in cementing this conviction has been the realisation that developments originated from Arab Mediterranean countries and spread to the Sahel have now such a potential to affect Western security and interests as to warrant even military intervention, as France’s operation in Mali attests. EU and US involvement in fighting piracy off the Horn of Africa had already laid bare the nexus between their security interests and protracted crises in sub-Saharan Africa. But the new centrality acquired by the Sahel after the Arab uprisings – particularly after Libya’s civil war – has elevated this nexus to a new, larger dimension. The centre of gravity of Europe’s security may be swinging to Africa, encompassing a wide portion of the continental landmass extending south of Mediterranean coastal states. The recrudescence of the terrorist threat from Mali to Algeria might pave the way to an American pivot to Africa, thus requiring fresh thinking on how the European Union and the United States can better collaborate with each other and with relevant regional actors.

The work argues that, by conflating personalistic regime survival with national security, Putin ensures that contemporary Russian national interest, as expressed through strategic behavior, is the synthesis of a peculiar troika: a long-standing imperial strategic culture, rooted in a partially imagined past; the operational code of a counter-intelligence president and decision-making elite; and the realities of Russia as a hybrid state. The book first examines the role of structure and agency in shaping contemporary Russian strategic behavior. It then provides a conceptual understanding of strategic culture, and applies this to Tsarist and Soviet historical developments. The book’s analysis of the operational code, however, demonstrates that Putinism is more than the sum of the past. At the end, the book assesses Putin’s statecraft and stress-tests our assumptions about the exercise of contemporary power in Russia and the structure of Putin’s agency.
