D. 1789, providing for its amendment, requires every alteration to be proposed in the General Convention, and the proposed amendment "to be made known" to the several Diocesan Conventions, but confers no power on a Diocesan Convention to refuse its assent and obedience to the Constitution, when amended in the ensuing General Convention.
