Book excerpt: This report explains what will be necessary to achieve health for all people in the world by the year 2000 through primary health care. The booklet is organized in six chapters. The first chapter introduces the premise and describes current socioeconomic development and prospects for the future, along with current problems of health personnel development. The second chapter explains how health for all can be achieved by health personnel development. Chapter 3 puts health personnel in historical perspective and predicts world trends. Chapter 4, the longest part of the book, sets out a program for health personnel development and management. The role of the World Health Organization (WHO) in health personnel development is discussed in chapter 5, while the final chapter presents conclusions and recommendations derived from the study. The Committee felt that radical changes should be made in the health manpower development processes in countries. Thirteen recommendations covering the following topics were made: (1) Health manpower requirements; (2) Integrated health systems and manpower development; (3) Political commitment; (4) Community involvement in health manpower development; (5) Health manpower policies; (6) Health manpower planning; (7) Characteristics of the graduates of educational and training programs; (8) Continuing education and career development; (9) Health manpower management; (10) Health manpower information system; (11) Global data base for health manpower development; (12) Research in health manpower development; and (13) Gaining the support of professional groups. Book excerpt: Results are presented of a study of nursing and nursing education that focused on the need for continued federal support of nursing education, ways to attract nurses to medically underserved areas, and approaches to encourage nurses to stay in the profession. Findings are presented on whether the aggregate supply of generalist nurses will be sufficient to meet future demand, and how changes that could occur in the health care system might affect demand. Attention is also directed to: how the current and future supply of nurses may be influenced by the costs of nursing education and the sources of education financing; and education for generalist positions in nursing. In addition, the supply and demand situation for nurses educationally prepared for advanced professional positions in nursing is examined. The influence of employer policies and practices in utilization of nursing resources on demand and supply is also addressed. Finally, areas in which further data and studies are needed to better monitor nursing supply and demand are identified. In addition to 21 recommendations, appendices include information on Nursing Training Act appropriations, state reports on nursing issues, certificates for specialist registered nurses, projections of registered nurse supply and requirements, and doctoral programs in nursing.
