It is evident that a language consists of sounds and that one can no more learn a sound from an explanation than one can get a correct idea of a flavour from a description a sound must be heard, a colour seen, a flavour tasted, an odour smelled. There are hardly any sounds in one lan guage perfectly identical with those of another language; there is merely a more or less close resemblance between them; you must therefore hear the foreign sounds before you can produce them correctly. Phonographs will not do for this purpose, not only because their reproduction of at least some sounds is rather imperfect, but also because the ear makes the foreign sounds similar to those with which it is familiar in your mother tongue, unless a teacher draws your attention to the peculiarity of that' particular sound and drills you until you hear it and utter it correctly. Furthermore, in order to understand and speak a lan guage, the sounds reaching the ear must be so intimately connected with the mental impressions (ideas) that the lat ter are spontaneously and immediately made or awakened as soon as the former 1s heard, and the ideas in their turn must, through direct connection with the organs of speech, cause the proper expression to be immediately on your tongue's end. The normal way of learning a foreign language is, therefore, to have a native teacher (or, still better, several teach ers alternating) who speaks to you and makes you speak the foreign language only, teaching the expressions of concrete meaning by object lessons, those of abstract meaning through association (context), grammar and idioms through examples and practical drill. Pronunciation being once acquired, the only effective ways and means we know for learning French as a living language, are various practical exercises, which should be performed, if possible, with both the aid of French and English text books. Hence, for teachers and learners, two very different stand-points, the first one of which - the French part - is now our groundwork. The second part seems also to demand some exclusive, special studies and instruments, - a weighty subject, - with which we, here, can have nothing to do but to state a fact that must be told. The use of English text books, for translation into French, and for extemporaneous speaking exercises, is not an easy one; and so long as there are no proper books purposely prepared for it, - with notes, various readings, grammatical explanations, and key, - this kind of teaching will remain an impossibility for American teachers, and a real difficulty for all native French instructors. It seems to me that the time has come for a more scientific description of pronunciation in popular text-books. I have attempted to furnish this without the use of any unfamiliar terms and with almost no mention of the positions of the unseen vocal organs. I have, in fact, in characterizing the individual French sounds, relied almost entirely on English key-words, but these words have been selected with such care that the correspondences are sufficiently accurate. Of course my descriptions are offered as a supplement to oral instruction by the teacher, not as a substitute for it. Through out the Grammar the pronunciation of French words and inflected forms has been clearly and consistently indicated. My phonetic notation is exceedingly simple: an intelligent person who knows French can read the transcription without any explanation; while beginners will, I think, find it a great help in studying French speech. To any phoneticians who may think I ought to have given less importance to the written forms, I would say that I agree entirely with the opinion expressed by H. Morf, Phonetzlrclze Stadt'en, VI., 1, pp. 112 - 113, on the comparative value of pronunciation and spelling to the student of a foreign language; for Americans, indeed, isolated as they are, he might have put the case still more strongly. Trans, for 1895-8, p. 399, I endeavoured to draw attention to certain curious peculiarities of spelling to be found in some MSS., particularly of the thirteenth century, and I showed that they can all be accounted for by the simple supposition that the scribes who wrote them were trained in Norman schools, and were more accustomed to the pronunciation of Anglo-French than to the true English sounds of the words which they were trying to write down. I cannot find that much use has yet been made of this discovery, except by myself. However, I am now prepared to go very much further, and to say that students of Middle English will have to recognize the practical side of the principles which I have laid down. For there is a great deal more in it than might be supposed. It has now become quite clear to me that the Norman pronunciation did, in many cases, overpower and divert the native pronunciation of native words; and this influence has to be reckoned with in a very much larger number of instances than any scholar has hitherto suspected. Indeed, I find in it an easy answer to a great many peculiarities of pronunciation that seem, at first eight, to contradict the usual phonetic laws. In order to make the chief points clearer, I have drawn up a list of sixteen canons, showing in what respects a Norman would naturally vary from an Englishman in matters of pronunciation. These I have reprinted, and renumbered, in an article entitled "Observations of some peculiarities of Anglo-French Spelling," which appears at p 471 of my "Notes on English Etymology," to be published by the Clarendon Press in the present year; and they are briefly recapitulated below, at p. 25, followed by a list of early texts in which A.F. spellings occur.
