Book excerpt: Excerpt from A History of the Monongahela Navigation Company The earliest known suggestion of an improvement of the naviga tion of the Monongahela by locks and dams, was in a report of a survey made for the State by E. F. Gay, Civil Engineer, in 1828. It was unheeded, and nothing further done until 1832, when the late Hon. Andrew Stewart, of Fayette, made an effort in the Con gress of the United States to have it done by the National Govern ment, as an extension, under the Act of of the improvement of the navigation of the Ohio, to the National Road at Browns ville Congress provided for a survey of the river to Brownsville, which was made in 1833, by Dr. William Howard, U. S Civil Engineer. His plan was locks and low dams - eight in number of4l21 feet lift, except that No. I would be 6 feet; the object being to use them only when the river was low. A public meeting at Waynesburg, Greene county, November 18, I835, recommended and urged the Improvement by the State, as Congress had declined it. The movement was at once seconded by the citizens of Pitts burgh and Brownsville and intermediate places, and legislation was sought and obtained. The Monongahela Navigation Company was authorized by Act of Assembly of March 31, 1836. It was to make a slack water navigation from Pittsburgh to the Virginia State line, and as much further as Virginia would allow it to go. The stock was to be in shares of $50, and as much more as needed. The height of the dams was not to exceed 4% feet, supposed to mean from pool to pool. It will be noticed that the new stock thus issued represents money actually expended in the improvement, and is not in any sense what is commonly known as watered stock, and the result of its issue is gradually to approximate the amount of capital stock to the cost of construction. In the month of May, 1858, the works of the company withstood the test of the greatest freshet that had occurred for several years, all the locks being entirely submerged, without any apparently serious damage: but during the ensuing year it became evident that the foundation of the fifth dam was impaired, and though immediate measures were taken to save it, a part of the dam and the crib outside of the lock were swept away, re quiring an expenditure of about to repair the damage. Again in the winter of 1866 - 7 an immense ice gorge formed in the river, which, when the break-up came, swept over the dams with crushing force, doing so much injury as to swell the amount expended in repairs during the years 1867 and 1868 to nearly one hundred thousand dollars. Is there any sound policy to be promoted, or any grievance to be redressed by the passage of this bill? And should this question be determined in the affirmative? Second. What is the value of the property and appurtenances which the United States would acquire by purchase or condemnation? Don't Desire To Sell. The stockholders of the Monongahela Navigation Company are not ignorant of the fact that the United States Government has, at different periods, acquired works of similar character on the Muskingum River, Ohio; on the Green and Barron Rivers, Kentucky; on the Kanawha River, West Virginia, and also the works known as the Louisville and Portland Canal at the falls of the Ohio River. But they have understood that some, if not all of these properties were unremunerative, and the stockholders were willing to dispose of their interests to the United States. It is believed that this is the first time, or, at least, the first case, in which a corporation constituted by a State, to improve the navigation of a river within its borders, with works completed and in successful operation, has been threatened with condemnation proceedings, should it refuse to accept the price for its works which the Government may choose to offer for a precisely similar use, only free from toll. If there has ever been a parallel case in the history of our National legislation, it has escaped our attention.
