Many had found it necessary to return to their homes, and there really was no authority under which any of the men could be compelled to serve against their will. The army has done all that could have been done under the circumstances, Austin wrote, and without materials and organization, which latter is purely voluntary. It soon developed that the delegates were divided into three classes. There were radical Unionists who, if they could have their way, would have denied former Con federate soldiers all voice in the government 5 and there were radical secessionists who were reluctant to accept the situation created by the triumph of Union arms, and finally there were the conservatives of both camps who desired to subordinate everything to the restoration of normal relations with the Union. The last-named class held the balance of power. J. W. Throckmorton was elected president of the convention, a circumstance which in itself revealed the temper Of a majority of the delegates. Throckmorton had opposed secession, but had served in the Confederate army during the war. He was, therefore, an ideal presiding officer for a body charged with the task of preparing the way for readmission into the Union. The radicals in congress, led by Thaddeus Stevens, Of Pennsylvania, in the house, and by Charles Sumner, of Massachusetts, In the Senate, already had begun their opposition to the reconstruction program of President Johnson and, in calling the convention to order, Throck morton made support of the president the keynote of his address. Let us by our action, he said, strengthen the hands of the executive of the nation, and by a ready and willing compliance with his suggestions show our national brethren that we are in good faith disposed to renew our allegiance to the general government.
