Book excerpt: Richard Handler's pathbreaking study of nationalistic politics in Quebec is a striking and successful example of the new experimental type of ethnography, interdisciplinary in nature and intensively concerned with rhetoric and not only of anthropologists but also of scholars in a wide range of fields, and it is likely to stir sharp controversy. Bringing together methodologies of history, sociology, political science, and philosophy, as well as anthropology, Handler centers on the period 1976-1984, during which the independantiste Parti Québéois was in control of the provincial government and nationalistic sentiment was especially strong. Handler draws on historical and archival research, and on interviews with Quebec and Canadian government officials, as he addresses the central question: Given the similarities between the epistemologies of both anthropology and nationalist ideology, how can one write an ethnography of nationalism that does not simply reproduce--and thereby endorse--nationalistic beliefs? Handler analyzes various responses to the nationalist vision of a threatened existence. He examines cultural tourism, ideology of the Quebec government, legislations concerning historical preservation, language legislation and policies towards immigrants and "cultural minorities." He concludes with a thoughtful meditation on the futility of nationalisms.

Ireland failed to achieve home rule within the United Kingdom and chose armed resistance, which led to independence for most of the country at the price of partition. Quebec achieved home rule as a province within the Canadian federation, which led to a century of relative stability followed by the Quiet Revolution and the rise of an independence movement. Almost simultaneously with increased pressure for independence in Quebec, the Irish question erupted again with an armed struggle between supporters and opponents of partition in the six northern counties.

"Canada" was his reply and after further questioning he told me that he was from Ottawa in the province of Ontario. A couple of days later, I asked another Canadian student the same question, and she replied "Quebec" in the first place, just mentioning her home province but not the country she was a citizen of; and, as it turned out, she did this intentionally. How can we explain such a different self-perception of two residents of the same country? Why does it seem that for French-speaking residents of Quebec it is more important to be recognized as Quebecers than as Canadians? The Referendum 1995 has brought Quebec nationalism back in the headlines of the world press. Suddenly, we were aware of the existence of a separatist movements in the middle of a western liberal democracy and people were asking themselves if nationalism was not a product of nineteenth century Europe and if the nation-building process had not already ceased in the west. However, Quebec stands not alone as a minority in a western state seeking independence or more autonomy. Scotland, Wales, Northern Ireland and Catalonia are some of the cases that received increased scientific interest in the last couple of years. With those regions in mind, we can say that we have witnessed the emergence of a 'new' nationalism that threatens post-industrialist nation-states that seemed to have finished their process of nation-building a long time ago. This essay wants to answer the question of what kind of nationalism we can find in Quebec. I will begin with a historical overview, because history is one of the most important features the 'new nationalists' draw upon to legitimate their struggle for more autonomy. I shall then continue with a discussion of the social and economic changes in the province in the post-war years and during the Quiet Revolution. This will be followed by an analysis of the factors that shape and influence the ideology of the contemporary Quebecois independent movement. Then I will try to locate Quebec nationalism on the theoretical scale, using the two concepts of ethnic and civic nationalism. I shall conclude with an outlook on the future relations between Quebec and the federal Canadian state. [...]

During the 1960s, Quebec became radically secular, directly leading to its evolution as a welfare state with lay social services. What happened to cause this abrupt change? Genevieve Zubrzycki gives us an elegant and penetrating history, showing that a key incident sets up the transformation. Saint John the Baptist is the patron saint of French Canadians, and, until 1969, was subject of annual celebrations with a parade in Montreal. That year, the statue of St. John was toppled by protestors, breaking off the head from the body. Here, then is the proximate cause: the beheading of a saint, a symbolic death to be sure, which caused the parades to disappear and other modes of national celebration to take their place. The beheading of the saint was part and parcel of the so-called Quiet Revolution, a period of far-reaching social, economic, political, and cultural transformations. Quebec society and the identity of its French-speaking members drastically reinvented themselves with the rejection of Catholicism. Zubrzycki is already acknowledged as a leading authority on nationalism and religion; this book will significantly enlarge her stature by showing the extent to which a core feature of the Quiet Revolution was an aesthetic revolt. A new generation rejected the symbols of French Canada, redefining national identity in the process (and as a process) and providing momentum for institutional reforms. We learn that symbols have causal force, generating "chains of significations” which can transform a Catholic-dominated conservative society into a leftist, forward-looking, secular society.

Book excerpt: For decades the U.S. territory of Puerto Rico and the Canadian province of Quebec have been riveted by the politics of nationalism, the question of their final status, and the protection of their local languages. In the name of cultural defense, the legislatures in San Juan and Quebec City have passed several laws focusing on protecting the vernacular. Barreto explores these two cases and challenges some general preconceived notions about nationalist movements. A common premise in ethnic conflict studies is that nationalism is caused by cultural traits, such as language or religion, or is a result of a region's subservient economic role vis-à-vis the country's core. However, Barreto contends that Puerto Rican and Québécois elites turned to nationalism in reaction to their social marginalization and economic suppression. Anglophone elites in the U.S. and Canada established a hegemonic order making English a requirement for social and economic ascendancy. Shunned by the country's dominant group on account of their language, elites in Puerto Rico and Quebec took up the banner of nationalism attempting to establish a counter-hegemonic order. Thus, nationalism, Barreto contends, is an unanticipated reaction to the exclusionary attitudes and policies of one group against another. This analysis is important to political scientists, social scientists, and researchers involved with nationalism, ethnic conflict, and Puerto Rican and Canadian studies.
