Book excerpt: In its endeavor to improve agricultural productivity, food security, and livelihoods, Nigeria has pursued several approaches in fertilizer policy. Most of these approaches revolved around variants of government-financed subsidy programs. This paper assesses the history of fertilizer policies in Nigeria and the tenets of the fertilizer policies in two recent national agricultural policy documents – the Agricultural Transformation Agenda (ATA) (2010/11-2016) and the Agricultural Promotion Policy (APP) (2016-2020). Our review results show that despite some recent achievements in ATA and APP, Nigerian fertilizer policies have lacked consistency and continuity, which in turn affected the functioning of supply chains, logistics channels including distribution costs, fertilizer prices, farmers’ access to the input, and, ultimately, application rates and crop productivity. Thus, though Nigeria is one of the leading producers of fertilizer in sub-Saharan Africa, fertilizer consumption and farm application rates are generally low (below 20 percent of the application rate per hectare (ha) in developed countries). Moreover, several exogenous factors including poor infrastructure (especially bad roads), credit constraints, extension services, high fertilizer prices, lack of access to information, security threats, and lack of quality control or assurance also affect the functioning of fertilizer supply chains in Nigeria. The newly adopted national agricultural policy (National Agricultural Technology and Innovation Policy (NATIP) promises to build on ATA and APP and gradually deregulate the fertilizer sector to incentivize private sector investments in local fertilizer production and distribution. NATIP also requires the incorporation of practical approaches to tackle important exogenous constraints. We anticipate NATIP’s commitment to policy continuity and addressing exogenous challenges will bring efficiency and effectiveness to the fertilizer sector in Nigeria.

Book excerpt: Nigeria is the largest producer of cowpea in the world and one of the highest consumers. This paper documents the challenges in cowpea production and consumption, export, and import trends in Nigeria. The critical and comparative review reveals several important insights. Cowpea is important for households and communities due to its substantial contributions to food security, nutrition, and revenue production. It plays a pivotal role in supporting various stakeholders involved in the value chain, including producers, processors, traders, and food vendors. Thus, cowpea is a crucial multipurpose crop. Although Nigeria is the largest producer of cowpea in the world, with a total production of 3.6 million tons in 2021, the demand for cowpea surpasses its supply due to factors such as the country's large population and low productivity. We describe the main challenges encountered in Nigeria's cowpea production, encompassing a range of issues such as high susceptibility to pests and diseases from planting to storage phases, low adoption of improved cowpea seed varieties, poor soil fertility, drought, and heat stress. The data suggest that low input use, low-yield varieties, and low productivity characterize the current level of cowpea production. Our findings suggest the need for tailored strategies to support the adoption of improved cowpea varieties in Nigeria to increase domestic production, adherence to quality standards, exploration of international markets for export opportunities, and ultimately, household income and improve nutritional outcomes.

Book excerpt: The agriculture sector is key for economic and social development, but the sector’s potential has not received enough attention from policy makers and stakeholders in the Middle East and North Africa (MENA) region. Political transitions, instability, and the resulting refugee crisis have shifted focus away from other pressing development challenges, including slow progress in economic diversification, high unemployment, and persistent high food insecurity and rural poverty. Despite its small contribution to GDP, agriculture is strategic for sustainable development in the MENA countries. Agriculture, for example, is central to achieve food and water security in a region characterized as one of the most food insecure and water scarce in the world. The sector’s role in employment is also central, given the region’s high structural unemployment. However, it will not be possible for MENA countries to develop agriculture without a pathway to structural economic transformation. The region has already started the process of transformation but longstanding challenges remain. This report aims to examine the drivers, constraints, and social implications of agricultural development in MENA and to explore possible cornerstones for new and sustainable development strategies in the context of economic transformation. More specifically, the report provides answers to the following questions: • What development strategies and policies did governments in MENA put in place over the past three decades and how did they affect the performance of agriculture? • How did the structural characteristics of the MENA countries affect agricultural development and the economic transformation process in the region? • What did we learn from the past performance of agriculture? What should be the central elements guiding future agricultural policies? • What are elements of a new and sustainable development strategy in MENA countries? • What is the role of agriculture and agro-industries for development in MENA?

However, the literature on partnerships specifically focusing on food policy research impact is still mostly emerging. This paper contributes to our understanding of food policyresearch partnerships and provides a review of the theory and empirical literature about the factors that contribute to effective food policyresearch partnerships. The literature points to the emergence of organizational partnerships as primarily driven by subjective perceptions about potential partners, the complex and uncertain external environment, access to resources through partnership and expectations of potential impact of the partnership. Perceptions that are found to be important include trust, mutuality of partner goals, legitimacy of partner and the perception that partnering will achieve more than what one organization can accomplish independently through cost sharing, lower transactions costs and increased competitiveness. Effectively implementing each phase of the partnership cycle, from scoping to reviewing and revising, with effective communication throughout all phases, is critical to achieve high quality and impactful food policyresearch partnerships.

Book excerpt: Malawi has been at the center of the debate on agricultural input subsidies in Africa ever since it significantly expanded its fertilizer subsidy program about two decades ago. When it did so, Malawi was a trailblazer, receiving international attention for seemingly leveraging the subsidy program to move the country from a situation characterized by food deficits and widespread hunger to crop production surpluses. In this paper we trace the history of Malawi’s subsidy program over the past 70 years, describing how the country arrived at that watershed moment earlier this century and how the subsidy program has developed since. We show how donor support for the program has wavered and how external pressure to remove the subsidy has repeatedly been unsuccessful. We also demonstrate how over the years the program’s total fiscal burden has fluctuated significantly. However, we find that since the expansion of the subsidy program in 2004, the fiscal costs of the program have shown little correlation with the maize harvest that same agricultural season. We show that the subsidy program has succeeded in raising awareness about the value of the fertilizer for increased crop productivity. However, despite its continued prominence in the country’s agricultural policy, most Malawian smallholder do not manage to grow sufficient maize to feed their households throughout the year, and every year millions depend on food assistance during the worst months of the lean season.

Book excerpt: In March 2019, the government of the Philippines promulgated a bill called the Rice Tariffication Law (RTL). It has dramatically changed the policy landscape in the rice sector and generated heated debates on how it would affect food security and poverty. This study explores the welfare effects of this reform across different types of households. We rely on the IRRI Global Rice Model to simulate the domestic price effects of the reform (Balié and Valera, 2020) and the Family Income and Expenditure Survey (FIES) to study the welfare impact of these price changes. Our results show that the RTL reduces consumer and producer rice prices, which affects households on the production and the consumption sides. Because a large majority of households are net buyers of rice and the policy reform reduces rice prices, most households benefit from the reform. Overall, the effects of the reform on poverty are beneficial. The poorest quintiles are positively affected, while the richest quintiles are unaffected or slightly worse-off. Spatially, the poorest regions also benefit the most. However, the rice growers who are net sellers are negatively impacted. The government should seek to mitigate the negative effects on non-competitive rice growers. Investments in public goods and services are a promising option to ease the emergence of on-farm and off-farm businesses as more profitable alternatives to rice production.

The International Fertilizer Development Center (IFDC), with its mandate of alleviating food shortages through judicial use of fertilizers, formulated a program to study fertilizer use strategies for sub-Saharan Africa. With gener ous financial assistance from the International Fund for Agricultural Devel opment (IFAD), IFDC, in collaboration with the International Crop Re search Institute for the Semi-Arid Tropics (ICRISAT) and the International Institute for Tropical Agriculture (IIT A), initiated a research project aimed at assessing means to remedy soil nutrient deficiencies that constrain food production in the humid, subhumid, and semiarid tropics of Africa. The results of this project were summarized during a workshop held in Togo, March 25-28, 1985; the proceedings of that meetings are found in this vol ume. The project established collaboration with numerous national programs that were responsible for much of the data collection. The data presented in Chapters 6 and 9 include much of this information. Book excerpt: As part of a national policy to ensure a certain level of food self-sufficiency in strategic crops, the government of Egypt subsidizes nitrogen fertilizer directly by distributing quotas of subsidized fertilizers to farmers and indirectly by subsidizing natural gas used by local fertilizer factories. The implication of this subsidy on farmers’ fertilizer demand and productivity remains unknown. Using a detailed agricultural survey collected from smallholder farmers in Upper Egypt, we show that nitrogen fertilizer application rates are substantially in excess of crop-specific agronomic recommendations. We exploit eligibility criteria and other sources of variation to show that farm plots with easier access to the subsidy tend to use more subsidized nitrogen fertilizer and less phosphate fertilizer. Easier access to the subsidy increases use of total nitrogen fertilizer per unit of land, mainly because of the increase in subsidized nitrogen fertilizer. In particular, the fertilizer subsidy program in Egypt is associated with significant overapplication of nitrogen fertilizer. Such overapplication of fertilizer is expected to adversely affect soil, water, and environmental health. Our findings have important policy implications for Egypt and other African countries known for input subsidy programs. As Egypt is currently moving on from the successful implementation of a comprehensive macroeconomic reform program towards sector-level reforms, our results suggest that eliminating fertilizer subsidies is a good place to start.
