Book excerpt: The California Assessment Program (CAP) administers tests to all public school students at certain grade levels, compiles the results, and provides information that allows educators to judge the effectiveness of their programs and make improvements. This sampler describes the types of assessment that CAP proposes to respond to the needed changes that reflect the recent curricular reforms in schools throughout California. The four types of assessment planned for CAP are: (1) open-ended problems; (2) enhanced multiple-choice questions; (3) investigations; and (4) portfolios. These modes of assessment are recommended for adaption for teachers of all grade levels and teachers are encouraged to use the examples in the booklet to enhance classroom instruction and to develop tasks for student assessment. After chapter 1 that describes the changes in assessment, the sampler is divided into six major parts: chapter 2, "Assessment of Mathematical Power"; chapter 3, "Types of Assessment"; chapter 4, "Performance Standards and Judging a Student's Work", chapter 5, "Implementation of Authentic Assessment in Your School," chapter 6, "Sample Problems." Book excerpt: California State Proposition 98 requires the governing boards of California school districts to prepare and issue an annual School Accountability Report Card for each elementary and high school under their jurisdiction, beginning in the school year 1989-90. The report card must assess a minimum of 13 specified conditions. This manual provides technical assistance and examples of what report cards for individual schools might contain and how they might be developed. Guidelines for preparing a model report card are provided in the appendix to this manual. Although it is not limited to these areas, each report card must address the following school conditions: (1) student achievement in and progress toward meeting reading, writing, arithmetic, and other academic goals; (2) progress toward reducing dropout rates; (3) estimated expenditures per student and types of services funded; (4) progress toward reducing class sizes and teaching loads; (5) assignment of teachers outside their subject areas of competence; (6) quality and currency of textbooks and other instructional materials; (7) counseling and support personnel availability; (8) substitute teacher availability; (9) safety, cleanliness, and adequacy of school facilities; (10) adequacy of teacher evaluations and professional improvement opportunities; (11) classroom discipline and climate for learning; (12) teacher and staff training and curriculum improvement programs; and (13) quality of instruction and leadership. Book excerpt: This report describes the results of a survey designed to provide descriptions of chief business officials (CBOs): their personal characteristics, their career paths, and their preparation. All chief business officials in California K-12 school districts and in offices of county superintendents of schools received questionnaires regarding the CBO position; 662 responses were returned. With regard to personal characteristics, the findings revealed that the CBO in California school districts is a white male, around 45 to 50 years of age, with an expected retirement date of 1998. His yearly salary is about $50,000, and the position he holds is classified rather than certificated. Thirty-seven percent had prior outside experience in business, the military, or civil service. The CBO depended upon personal contacts for advancement. In relation to career paths and preparation, most CBOs had a master's degree. They concurred that budget preparation was the principal skill needed. The CBOs expressed satisfaction with their jobs but were most concerned about the need for a balance between required tasks and allocated resources. Another concern was that the position be advanced in terms of professional understanding and recognition. (JAM)
