It is intended as a guide for teachers of Spanish and teachers of English language arts who work with this population. Selections include those originally written in Spanish and tales from the oral Spanish tradition, and comprise a variety of genres, including biography, drama, folklore and mythology, historical fiction, modern fantasy, nonfiction, picture book, poetry, realistic fiction, and science fiction. The materials were selected to appeal to readers with a variety of learning abilities and interests. Citations are divided into three sections, including: core and extended materials, recreational and motivational materials, and dual-text materials. Each entry is annotated and includes an entry type (in the case of core and extended materials), recommended grade span, an indication whether the entry is a translation from another language, and genre. Book excerpt: Contributions of participants in a three-day invitational symposium for representatives of the 21 California high schools which were most successful in sending Black and Hispanic students to the University of California and the California State University are compiled in this document. The publication addresses two major goals of the California Education Summit: (1) to increase the percentage of students entering high school who enroll in and earn bachelor's degrees from four-year colleges; and (2) to make it possible for all segments of the school population to achieve at a higher level. The document begins with a listing of essential principles for high schools: make the school accountable; build an academic school culture; make access to college preparatory classes a reality; provide professional support for staff; include parents as an essential part of the process; provide coordinated student support services; attend to articulation; and make information about colleges available. For each principle implementation suggestions are provided. A further chapter addresses how district and institutions of higher education can support schools' efforts. Appendices provide lists of resources for districts developing college preparatory programs, participants in the symposium, and members of the Advisory Committee on College Preparation of Underrepresented Students. Book excerpt: California State Proposition 98 requires the governing boards of California school districts to prepare and issue an annual School Accountability Report Card for each elementary and high school under their jurisdiction, beginning in the school year 1989-90. The report card must assess a minimum of 13 specified conditions. This manual provides technical assistance and examples of what report cards for individual schools might contain and how they might be developed. Guidelines for preparing a model report card are provided in the appendix to this manual. Although it is not limited to these areas, each report card must address the following school conditions: (1) student achievement in and progress toward meeting reading, writing, arithmetic, and other academic goals; (2) progress toward reducing dropout rates; (3) estimated expenditures per student and types of services funded; (4) progress toward reducing class sizes and teaching loads; (5) assignment of teachers outside their subject areas of competence; (6) quality and currency of textbooks and other instructional materials; (7) counseling and support personnel availability; (8) substitute teacher availability; (9) safety, cleanliness, and adequacy of school facilities; (10) adequacy of teacher evaluations and professional improvement opportunities; (11) classroom discipline and climate for learning; (12) teacher and staff training and curriculum improvement programs; and (13) quality of instruction and leadership. Book excerpt: This report describes the results of a survey designed to provide descriptions of chief business officials (CBOs): their personal characteristics, their career paths, and their preparation. All chief business officials in California K-12 school districts and in offices of county superintendents of schools received questionnaires regarding the CBO position; 662 responses were returned. With regard to personal characteristics, the findings revealed that the CBO in California school districts is a white male, around 45 to 50 years of age, with an expected retirement date of 1998. His yearly salary is about $50,000, and the position he holds is classified rather than certificated. Thirty-seven percent had prior outside experience in business, the military, or civil service. The CBO depended upon personal contacts for advancement. In relation to career paths and preparation, most CBOs had a master's degree. They concurred that budget preparation was the principal skill needed. The CBOs expressed satisfaction with their jobs but were most concerned about the need for a balance between required tasks and allocated resources. Another concern was that the position be advanced in terms of professional understanding and recognition. (JAM)
