Book excerpt: Economic growth has been extremely robust following the country’s discovery of oil in 2007, reaching well into the double-digits and driving a boom in consumption and investment. The discovery in Ghana’s offshore Jubilee field in 2007 represented something of a turning point in the country’s economic trajectory. Followed by growth rates that at one point reached above 14%, as well as a GDP re-basing that improved the accuracy of its reporting, the country has moved up into lower middle-income status. As a result of its recent economic surge and stable environment, investment levels have continued to rise, as companies both foreign and domestic are eager to capitalise on the country’s wealth of natural resources and growing middle class. There have been challenges, as public spending comes under pressure and commodity exports remain exposed to exogenous shocks, but the economy’s fundamentals are encouraging.

Book excerpt: Abstract: A recent study of house price behavior in U.S. cities by Gyourko, Mayer, and Sinai (2006) raises questions about so-called superstar cities in which housing is so inelastically supplied that it becomes unaffordable, as higher-income families outbid residents. We consider the case of Accra, Ghana, in this light, estimating the elasticity of housing supply and discussing the implications for growth and income distribution. There is not a great deal of data available to examine trends in Accra, so our method is indirect. First, we use a variant of the traditional monocentric city model to calculate the elasticity of Accra's housing supply relative to those of other similarly-sized African cities. This suggests that housing supply responsiveness is much higher elsewhere. This muted supply responsiveness is consistent with the observed higher housing prices. Second, we estimate a number of traditional housing demand equations and reduced form equations. Placing a number of restrictions on the equations allows us to infer Accra's housing supply elasticity. Taken together, our approaches suggest that lower-income families in Accra have such poor housing conditions because the market is extremely unresponsive to demand. Although the outcomes we have traced-high housing prices and low quality-are not unusual relative to the other developed country superstar cities, they are extreme. The welfare costs are considerable, so much so that in addition to direct housing market effects, these policies also appear to have potentially significant implications for the achievement of more equitable growth.

This view is asserted by Karl Marx when he stated that life involves before anything else eating and drinking, a habitation, clothing and other things. The ability of a nation to provide decent housing for its citizenry has been among other things, a barometer considered in assessing its level of development. Globally, housing problems have been attributed to a considerable extent on the affordability of units provided and ease of construction. The housing deficit, affordability of housing units and cost of construction materials are among a myriad of problems that governments of developing countries are forced to grapple with. Most governments attempt controlling these problems through housing policies. In Ghana however, the grave housing deficit of 1,600,000 units has been influenced by a number of failed attempts at housing provision since independence. In investigating the rapid buildup of the housing deficit, this paper provides a historical account of housing policies and finance interventions made by colonial and post-colonial governments. In doing so, the study concentrates on the review of secondary data. From a historical viewpoint, the paper established that the gross failure of successive housing interventions by various governments contributed significantly towards worsening the housing deficit.

Book excerpt: Home to eighty thousand people, Accra's Old Fadama neighbourhood is the largest illegal slum in Ghana. Though almost all its inhabitants are Ghanaian born, their status as illegal 'squatters' means that they live a precarious existence, marginalised within Ghanaian society and denied many of the rights to which they are entitled as citizens. The case of Old Fadama is far from unique. Across Africa, over half the population now lives in cities, and a lack of affordable housing means that growing numbers live in similar illegal slum communities, often in appalling conditions. Drawing on rich, ethnographic fieldwork, the book takes as its point of departure the narratives that emerge from the everyday lives and struggles of these people, using the perspective offered by Old Fadama as a means of identifying wider trends and dynamics across African slums. Central to Stacey's argument is the idea that such slums possess their own structures of governance, grounded in processes of negotiation between slum residents and external actors. In the process, Stacey transforms our understanding not only of slums, but of governance itself, moving us beyond prevailing state-centric approaches to consider how even a society's most marginal members can play a key role in shaping and contesting state power.

For this purpose, it identifies the socio-economic characteristics of civil servants in Ibadan, investigates their housing preferences and identifies and examines factors affecting homeownership amongst them. This happens with a view to promote homeownership. The study uses self-administered questionnaires to obtain relevant data. A total number of 113 participants were used. This was generated by taking 15% of the staff capacity of each of the reviewed ministries in the Oyo State government secretariat, Ibadan, Oyo State. Out of this number, 95 valid participants were retrieved and used for the analysis, indicating a response rate of 84.07%. Data were analysed with the use of frequencies, percentages and weighted mean analysis.

Ghana has a strong export profile, although it is somewhat dependent on commodities. It is the world’s second-largest exporter of cocoa, behind Côte d’Ivoire, and one of the continent’s largest gold producers, while new reserves of oil and gas have helped further expand its resource wealth. The economy saw expansion of 7.1% in 2013, while inflation reached 14.5% in March 2014. Although inflation and balance of payments remain the country’s biggest economic challenges, measures have been taken to strengthen the cedi and curb inflation.
