Book A Feasibility Study of Diversifying the Activities and Functions of a Defense Research and Development Laboratory

Download or read book A Feasibility Study of Diversifying the Activities and Functions of a Defense Research and Development Laboratory written by John Halford Keegan and published by . This book was released on 1971 with total page 86 pages. Available in PDF, EPUB and Kindle. Book excerpt: A feasible plan for integrating Government non-defense programs into the research and development laboratories of the Department of Defense is studied and recommended. Points that are covered include: (1) a study within a typical Defense Laboratory to determine the non-defense programs that the professional staff are interested in and capable of accomplishing; (2) a survey of Defense Laboratories to determine the degree to which they have diversified; and (3) a market survey. The first phase of the study reports the results of a survey conducted at the New London Laboratory of the Naval Underwater Systems Center, New London, Connecticut. This survey determined that the professional staff members are interested in participating in Government non-defense programs and that they have a number of proposals that could be applied to such programs. The second phase reports on a survey of similar defense organizations. The survey results indicate that there is no precedent at other Defense Laboratories that would provide guidance in developing a plan to diversify. The third phase of the research reports the results of a market survey, which establishes the fact that demand does exist for research and development capabilities in non-defense areas. The fourth chapter outlines the conclusions of the study and recommends a plan for the diversification of a typical Defense Laboratory. (Author).

Book Survey of Laboratories and Implementation of the Federal Defense Laboratory Diversification Program Annex A Department of the Army Domestic Technology Transfer

Download or read book Survey of Laboratories and Implementation of the Federal Defense Laboratory Diversification Program Annex A Department of the Army Domestic Technology Transfer written by and published by . This book was released on 1993 with total page 129 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Army considers Technology Transfer to be a very broadly defined term consistent with the Stevenson-Wydler Technology Innovation Act of 1980. A key element of the Army's Technology Transfer program is, and always been, based on developing cooperative R & D efforts. These collaborative efforts include Cooperative Research and Development Agreements. The report is structured into two sections as follows: Section I includes, for each of the twelve Army activities, summary sheets which detail the particular activity's areas of expertise and their unique facilities. The summary sheets are followed by data sheets which describe the activity's efforts in technology transfer. These sheets do not completely describe the activity's efforts but provide examples of certain types of efforts that they are performing and how they relate to technology transfer. Finally, there are each activity's plans for enhancing technology transfer for FY 1994. Section II describes a few success stories of Army technologies commercialized by the private sector.

Available in PDF, EPUB and Kindle. Book excerpt: Limited by Design is the first comprehensive study of the varying roles played by the more than 16,000 research and development laboratories in the U.S. national innovation system. Michael Crow and Barry Bozeman offer policy makers and scientists a blueprint for making more informed decisions about how to best utilize and develop the capabilities of these facilities. Some labs, such as Bell Labs, Westinghouse, and Eastman Kodak, have been global players since the turn of the century. Others, such as Los Alamos National Laboratory, have been mainstays of the military/energy industrial complex since they evolved in the 1940s. These and other institutions have come to serve as the infrastructure upon which a range of industries have relied and have had a tremendous impact on U.S. social and economic history. Michael Crow and Barry Bozeman illustrate the histories, missions, structure, and behavior of individual laboratories, and explore the policy contexts in which they are embedded. In studying this large and varied collection of labs, Crow, Bozeman, and their colleagues develop a new framework for understanding the structure and behavior of laboratories that also provides a basis for rationalizing federal science and technology policy to create more effective laboratories. The book draws upon interviews and surveys collected from thousands of scientists, administrators, and policy makers, and features boxed "lab windows" throughout that provide detailed information on the variety of laboratories active in the U.S. national innovation system. Limited by Design addresses a range of questions in order to enable policy makers, university administrators, and scientists to plan effectively for the future of research and development.

Book Federal Advisory Commission on Consolidation and Conversion of Defense Research and Development Laboratories

Download or read book Federal Advisory Commission on Consolidation and Conversion of Defense Research and Development Laboratories written by and published by . This book was released on 1991 with total page 77 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report provides recommendations to the Secretary of Defense the feasibility and desirability of various means to improve the operation of the DoD laboratories. Public Law 101-510 established the Federal Advisory Commission on Consolidation and Conversion of Defense Research and Development Laboratories to study the Department of Defense (DoD) laboratory system and provide recommendations to the Secretary of Defense on the feasibility and desirability of various means to improve the operation of the DoD laboratories. Among the means the Commission was directed to study were: (1) conversion of some or all of the DoD laboratories to Government-Owned, Contractor-Operated laboratories, (2) mission and/or function modification of some or all of the laboratories, and (3) consolidation or closure of some or all of the laboratories. The DoD operates a large and complex laboratory system. The DoD laboratories (42 Army, 20 Navy, and 4 Air Force) spend approximately $6.5 billion annually and employ nearly 60,000 people, of whom over 26,000 are scientists and engineers. The DoD laboratory system has evolved over the past 150 years. Each Service's system is different and is a product of its historical origins, culture, and method of systems acquisition. Several laboratories are embedded in larger organizations. A significant number of the laboratories are relatively small and geographically isolated. In undertaking its task, the Commission started with the fundamental issues concerning the laboratories: Why does the DoD have in-house laboratories? What are their primary functions? What is their current level of effectiveness? What are the attributes of an effective laboratory? How best can these attributes be achieved within the current environment? Is conversion to Government-Owned, Contractor-Operated necessary and/or feasible?

Book The State of Basic Research in DOD Laboratories

Download or read book The State of Basic Research in DOD Laboratories written by and published by . This book was released on 1981 with total page 15 pages. Available in PDF, EPUB and Kindle. Book excerpt: In a government-wide study of research and development (R & D) laboratories, some Department of Defense (DOD) laboratory directors expressed concern about their laboratories' loss of opportunity to perform long-term basic research because DOD has placed emphasis on solving near-term problems. Therefore, GAO reviewed the levels and trends of in-house basic research and the extent that the levels have declined in recent years to determine what impact this might have on the future health and vitality of the DOD laboratories. GAO found that Defense R & D provides the technological foundation for national security. DOD in-house laboratories play a vital role in striving for technological leads in areas important to defense, guarding against technological surprise by the adversary, and providing options which shape the U.S. military posture. Doing basic research is essential to the laboratories' vitality because it helps them to attract good scientists, keep up with and use advances in science, and increase the overall level of technical ability. The level of basic research performed at the in-house laboratories has seriously declined, and the DOD research growth is planned for the external research community. Allowing the laboratories to remain at the current level of basic research performance could erode their long-term ability to perform those functions which are basic to supporting a mission organization.
