The C-EPA is a bi-regional agreement, signed in Bridgetown, Barbados in October 2008, with the specific aim of supporting the sustainable development of the Caribbean. As a paradigm changer in the ACP-EU trade relationship, the C-EPA has unsurprisingly attracted considerable attention. The long process of ratification by twenty-seven EU Member States and fifteen Caribbean countries has begun, and implementation is advancing after an initial delay. This book is the first detailed analysis of the Agreement's provisions, including its negotiating history and prognosis of its future potential. It is written by fifteen Caribbean and European practitioners, most of whom actively contributed to the crafting of the Agreement as CARIFORUM or EU negotiators. Applying a moral economy perspective, this book examines the tangible impact of Africa-Europe trade and development co-operation on citizens in developing countries. In so doing, it challenges liberal accounts of Europe’s normative power to enable benevolent change in the Global South and illuminates how EU discourse acts to legitimise unequal trade ties that have regressive consequences for ‘the poor’. Drawing upon the author’s own fieldwork, it assesses the difference between norms and the actual impact of EU concessions in relation to: budget support; aid for trade; private sector development (PSD); decent work. More than a metaphor, creolisation can be conceived as a powerful analytical and theoretical tool in order to grasp the current dynamics of intercultural encounter and conflict, allowing a close look at the production of new subjectivities and identities. In accordance with this viewpoint, in this book, creolisation processes have been investigated under the interdisciplinary gaze of a wide European research group, which has tried to detect creole patterns in the fields of literature, arts, politics, and the labour market, as well as in the daily practices of people who enact peculiar strategies in order to posit themselves in highly exclusive contexts. By focusing on the multiplicity of shifting borders that today articulate the sense of daily life along multiple contiguous universes, this collective work addresses problems of citizenship, intercultural politics, and difficult cohabitations, starting from the analysis of their narratives and discursive representations. This volume thus has much to say about moving and mixing in our times, and shows in more ways how thinking about creolist and related notions can be very fruitful.

A group of expert authors outline the general features of the position on governance taken by the EU, which is currently the major multilateral donor of development assistance, and discuss the implementation of EU policies in a set of cases: the group of African, Caribbean and Pacific (ACP) states, the New Partnership for Africa’s Development (NEPAD), Southeastern Europe, Central Asia, the Euro-Mediterranean, Latin America and fragile states. The contributions to the book argue that the EU’s position on governance reform, particularly since the adoption of the European Consensus on Development in 2005, has had distinctly neoliberal overtones. The EU’s governance-related strategies have been instrumental to deepening market-based reform in aid-receiving countries. Policies on state-building adopted by the EU reflect mainly the interests of and ideas embraced by the EU and its member states. To an important extent, the rhetoric accompanying EU policies does not match with the political and social dynamics inherent in governance structures on the ground in many of its aid-recipient partner countries. This book was published as a special issue of Third World Quarterly.
