Book excerpt: The U.S. Air Force (USAF) needs accurate models to develop retention policies that ensure the force has a sufficient number of experienced officers to meet current and future requirements. The dynamic retention model (DRM) can be used to take into account the effect of the availability of multi-year contracts to certain classes of Air Force officers. Unlike the annualized cost of leaving (ACOL) model long used by researchers working on USAF personnel issues, the DRM takes into account the value an officer may place on future career flexibility in the face of uncertainty, and thus is particularly well suited to examining the effect of bonus programs that have service commitments, such as the Aviator Continuation Pay (ACP) program, which pays an annual bonus to pilots and certain groups of navigators and air battle managers who commit to extend their service for specified numbers of years or to a specified length of service.

The report presents the theory and estimated parameters of the model, compares actual retention rates and those predicted by the model, and two competing models, and examines five illustrative changes in compensation policies. This report considers the opportunities and challenges associated with related interests and needs across the USAF HCM system as a whole, and makes recommendations to inform improvements to USAF personnel selection and classification and other critical system components across career trajectories. Politicians and others have expressed doubts about its equity and capability; some have called for the reinstatement of the draft. Yet over the past twenty years the all-volunteer military has become a technologically advanced force that has contributed to America's overall military advantage. This book analyzes current military pay and personnel policies and identifies changes needed to maintain and improve America's all-volunteer force. Filling the Ranks argues that to attract qualified and motivated volunteers, the armed forces need to offer better tangible inducements—pay, benefits, and training—to accompany such intangible rewards as pride in serving one's country. Many of the policies related to tangible rewards were established shortly after World War II and are no longer effective. Filling the Ranks presents detailed assessments of US military pay and personnel policies in light of the strategic, demographic, economic, and labor realities of the future. It identifies specific problems that today's military career patterns, training, pay, and benefits pose for officers and enlisted men and women in both active duty and reserve forces, discussing such issues as competition with the private sector for talent, the need to restructure compensation, and provision of family support. It offers recommendations for more flexible, adaptive, and effective policies and a blueprint for achieving them.

Book excerpt: Over the past ten years, maintenance career fields in the U.S. Air Force have been negatively affected by a series of events that have resulted in an experience shortage. Although there has been an improvement in Total Force manning since 2015, several skill levels are still experiencing shortages. To bridge the experience shortfall, the U.S. Government Accountability Office called for an Air Force retention strategy tailored to retain experienced maintainers. The RAND Corporation was asked to explore whether individual characteristics, economic and geographic factors, and the new Blended Retirement System (BRS) could provide additional insights into what predicts retention of this workforce. This report focuses primarily on aircraft maintenance career fields, with some attention to munitions and logistics career fields as resources permitted. The authors undertake two analytic approaches to examine the underlying determinants of retention. First, they use logistic regression to determine how strongly a variety of individual and environmental characteristics are associated with decisions to reenlist, extend an enlistment, or separate from the Air Force; second, they use RAND's Dynamic Retention Model to estimate how the new BRS will affect maintenance, munitions, and logistics career fields when those in the new system reach retention decision points. The authors find that changes in individual characteristics and environmental variables have improved retention in the maintenance, munitions, and logistics career fields. Although much of what influences retention is beyond the Air Force's control, the authors offer a number of recommendations and identify areas of emphasis that could be exploited.

Book excerpt: The role of theory in ex ante policy evaluations and the limits that eschewing theory places on inference In this rigorous and well-crafted work, Kenneth Wolpin examines the role of theory in inferential empirical work in economics and the social sciences in general—that is, any research that uses raw data to go beyond the mere statement of fact or the tabulation of statistics. He considers in particular the limits that eschewing the use of theory places on inference. Wolpin finds that the absence of theory in inferential work that addresses microeconomic issues is pervasive. That theory is unnecessary for inference is exemplified by the expression “let the data speak for themselves.” This approach is often called “reduced form.” A more nuanced view is based on the use of experiments or quasi-experiments to draw inferences. Atheoretical approaches stand in contrast to what is known as the structuralist approach, which requires that a researcher specify an explicit model of economic behavior—that is, a theory. Wolpin offers a rigorous examination of both structuralist and nonstructuralist approaches. He first considers ex ante policy evaluation, highlighting the role of theory in the implementation of parametric and nonparametric estimation strategies. He illustrates these strategies with two examples, a wage tax and a school attendance subsidy, and summarizes the results from applications. He then presents a number of examples that illustrate the limits of inference without theory: the effect of unemployment benefits on unemployment duration; the effect of public welfare on women's labor market and demographic outcomes; the effect of school attainment on earnings; and a famous field experiment in education dealing with class size. Placing each example within the context of the broader literature, he contrasts them to recent work that relies on theory for inference.
