Book excerpt: Nineteenth-century Newfoundland was an archetypal borderland - a space where changes in the authority of imperial, national, and indigenous territorial claims shaped the opportunities and identities of a socially diverse population. Conflicted Colony elucidates processes of state formation in Newfoundland through a reassessment of key moments in the country's history. Kurt Korneski closely examines five conflicts from the late nineteenth century - the Fortune Bay Dispute of 1878, the St George's Bay Dispute of 1889-92, the 1890s Lobster Controversy, the Battle of Foxtrap, and disputes over salmon grounds in Hamilton Inlet, Labrador - to explain how local regimes received, challenged, and reworked formal and informal diplomatic and commercial arrangements, as well as policies set out by the colonial and imperial government. The chapters examine antagonisms and divisions that grew out of clashes between the distinct commercial and social identities of regions in the borderlands and the sensibilities of merchants, politicians, and working people on the Avalon Peninsula. Providing new insight into the social history of Newfoundland and Labrador, these disputes illuminate contending perspectives driven by informal systems of governance, political movements, and local economic, social, demographic, and ecological circumstances. The distribution and relative abundance are compared among sites and between years. A prediction is made of the relative strength of the 1996, 1997, and 1998 year-classes for Placentia Bay cod.

This study was designed to provide estimates of the exploitation rates on sub-components of the 3Ps cod stock, and in this paper we focus on the components of the stock inhabiting Placentia Bay. The study includes methods to estimate tag reporting rate, short-term tagging mortality, and short-term and long-term tag loss. We also develop a model that uses information on commercial catches and tag returns over time to estimate (1) overall exploitation rates on Placentia Bay cod associated with commercial fishing activity during 1997, and (2) population size of cod in Placentia Bay prior to the reopening of the commercial fishery in 1997.

Book excerpt: This document summarizes scientific information used to determine the status of the cod stock in NAFO Subdivision 3Ps off the south coast of Newfoundland on 1 January 1999 and evaluates alternative TAC options for 1999. The current population biomass is estimated to be 250,000 t and the spawner biomass is estimated to be 145,000 t. The increase in spawning stock in recent years is due to the growth, maturation and good survival of the 1989 and 1990 year classes over the moratorium period, a strong 1992 year class, as well as reduction in age at maturity. Mixing of northern Gulf (3Pn, 4RS) cod with 3Ps cod in the Burego Bank-Hermitage Channel area of 3Ps during winter continues to present problems. This area was closed to directed cod fishing in the winter of 1998-1999; significant landings from this area during winter could have detrimental effects on the recovery of the neighbouring 3Pn, 4RS stock.
