Book excerpt: The State of Food and Agriculture 2010–11 brought to global attention the problem of female farmers lagging in terms of agricultural productivity compared with male farmers. This study returns to the question of gender-based differences in farm productivity, decomposing differences in farm yields between males and females. We identify one part of the gap explained by differences in attributes and access to productive assets, and another part explained by differences in returns to assets and attributes (i.e. “unexplained” differences). This paper applies the Kitagawa-Oaxaca–Blinder decomposition to gender-based productivity gaps using nationally representative household surveys from 11 developing countries in Asia, sub-Saharan Africa and Latin America. We estimate productivity models for each country utilizing a comparable set of explanatory assets and attributes. We also implement a comparable decomposition of observed productivity gaps. The cross-country analysis shows that observed total gaps in productivity by gender do not always favour male farmers; the decomposition of these gaps, however, reveals that female farmers face gender-specific constraints that manifest as lower returns to attributes and assets. This background paper was prepared to inform Chapter 2 of FAO’s report on The status of women in agrifood systems.

Book excerpt: Accurate understanding of peoples’ livelihoods activities is needed to inform effective policy. Existing evidence relies heavily on studies that use designated respondents to provide information about their household members, imposing significant costs on these respondents along with possible distortions in the data. In rural Ghana, we randomize the order that household members are asked about and estimate that response fatigue leads to undercounting of labor activities by 8% on average. Women are twice as impacted as men while youth are four times as impacted as older adults, distorting both within-household and population wide comparisons. These biases result from women and youth being listed systematically later in rosters and stronger effects of fatigue for them, conditional on roster position. The implications of our results extend to other topics of enquiry as well, wherever similar repetitive survey structures are deployed, such as birth records, plot-level inputs, and household consumption and expenditures.

Unfortunately, efforts to improve their livelihoods must now unfold in the context of a rapidly changing climate, in which warming temperatures and changing rainfall regimes could threaten the basic productivity of the agricultural systems on which most of the world’s poor directly depend. But whether climate change represents a minor impediment or an existential threat to development is an area of substantial controversy, with different conclusions wrought from different methodologies and based on different data. This book aims to resolve some of the controversy by exploring and comparing the different methodologies and data that scientists use to understand climate’s effects on food security. In explains the nature of the climate threat, the ways in which crops and farmers might respond, and the potential role for public and private investment to help agriculture adapt to a warmer world. The vast majority of the world s poorest households depend to a considerable extent on farming for their incomes, while food represents a large component of the consumption of all poor households. For generations, food prices have been heavily distorted by government policies in high-income and developing countries. Many countries began to reform their agricultural price and trade policies in the 1980s, but government policy intervention is still considerable and still favors farmers in high-income countries at the expense of many farmers in developing countries. What would be the poverty and inequality consequences of the removal of the remaining distortions to agricultural incentives? This question is of great relevance to governments in evaluating ways to engage in multilateral and regional trade negotiations or to improve their own policies unilaterally. 'Agricultural Price Distortions, Inequality, and Poverty' analyzes the effects of agricultural and trade policies around the world on national and regional economic welfare, on income inequality among and within countries, and on the level and incidence of poverty in developing countries. The studies include economy-wide analyses of the inequality and poverty effects of own-country policies compared with rest-of-the-world policies for 10 individual developing countries in three continents. This book also includes three chapters that each use a separate global economic model to examine the effects of policies on aggregate poverty and the distribution of poverty across many identified developing countries. This study is motivated by two policy issues: first, the World Trade Organization s struggle to conclude the Doha Round of multilateral trade negotiations, in which agricultural policy reform is, again, one of the most contentious topics in the talks and, second, the struggle of the developing countries to achieve their Millennium Development Goals by 2015 notably the alleviation of hunger and poverty which depends crucially on policies that affect agricultural incentives.
