Depending upon whose numbers you choose to regard as most accurately portraying the real situation, the industry has experienced either wholly stagnant productivity growth, a slight decrease in productivity, or a serious drop in productivity increases as compared to all other non-farm sectors. Regardless of the source chosen, the fact remains that as compared to every other non-farm sector in the US economy, construction has made far less progress in increasing labor productivity. One of the most notable researchers in the analysis of construction productivity, Dr. Paul Teicholz, has produced some of the most cited data sets regarding productivity. Dr. Teicholz's analysis shows a compounded rate of decline in labor productivity for the construction industry of approximately -0.59% per year. This would not be so alarming if not for the averaged compounded increasing productivity of all other non-farm industries of +1.77% per year. A problem, or rather a productivity crisis clearly exists. With nearly all construction taking place outdoors, often in warm and/or humid conditions, construction managers need both scientific and practical strategies for managing worker heat stress levels.

Climate change creates new environmental issues for the workplace. Cal/OSHA is preparing a draft standard to minimize heat-related illness and injury among indoor workers. Indoor heat stress could lead to morbidity and mortality of workers as well as economic burdens and impacted productivity to industries. The goal of this research was to identify the existing literature (standards/guidelines and research articles) and discuss if there were sufficient research data available to implement an indoor workplace heat stress prevention standard in California. Existing national and local enforceable standards and recommended guidelines have been collected. Each standard/guideline was evaluated with the metrics of the originating agency, workplace coverage (indoor/outdoor), year established, measurements, and control methods. A comprehensive search of Pubmed and SciFinder databases was conducted for evidence of measurements and control methods to identify, classify, and evaluate them. In conclusion , a Cal/OSHA standard is feasible because the scientific database is adequate. Weather it is practical depends on cost, ease of field management, stake-holder buy-in, and factors outside of the scientific arena. An indoor heat standard should cover all indoor workplaces. American Conference of Governmental Industrial Hygienists (ACGIH) provided the most accurate and precise measurement method, however, required a Wet Bulb Globe Temperature device and several steps to make determination. The control hierarchy with an emphasize on engineering controls should be implemented at all hot workplace. Administrative controls, such as training, work-rest schedule, hydration, and acclimatization, are bottom lines if engineering controls are not feasible. Cooling vest is effective in preventing heat accumulation, however, may not fit other personal protective equipment. Future studies should focus on effectiveness evaluation of existing standards, cost-benefit of measurement and control methods and identification of impacted industries.

Book excerpt: Improved housing conditions can save lives, prevent disease, increase quality of life, reduce poverty, and help mitigate climate change. Housing is becoming increasingly important to health in light of urban growth, ageing populations and climate change. The WHO Housing and health guidelines bring together the most recent evidence to provide practical recommendations to reduce the health burden due to unsafe and substandard housing. Based on newly commissioned systematic reviews, the guidelines provide recommendations relevant to inadequate living space (crowding), low and high indoor temperatures, injury hazards in the home, and accessibility of housing for people with functional impairments. In addition, the guidelines identify and summarize existing WHO guidelines and recommendations related to housing, with respect to water quality, air quality, neighbourhood noise, asbestos, lead, tobacco smoke and radon. The guidelines take a comprehensive, intersectoral perspective on the issue of housing and health and highlight co-benefits of interventions addressing several risk factors at the same time. The WHO Housing and health guidelines aim at informing housing policies and regulations at the national, regional and local level and are further relevant in the daily activities of implementing actors who are directly involved in the construction, maintenance and demolition of housing in ways that influence human health and safety. The guidelines therefore emphasize the importance of collaboration between the health and other sectors and joint efforts across all government levels to promote healthy housing. The guidelines' implementation at country-level will in particular contribute to the achievement of the Sustainable Development Goals on health (SDG 3) and sustainable cities (SDG 11). WHO will support Member States in adapting the guidelines to national contexts and priorities to ensure safe and healthy housing for all.

But the two objectives cannot be considered in isolation: they need to be jointly tackled through an integrated strategy. This report brings together those two objectives and explores how they can more easily be achieved if considered together. It examines the potential impact of climate change and climate policies on poverty reduction. It also provides guidance on how to create a “win-win†? situation so that climate change policies contribute to poverty reduction and poverty-reduction policies contribute to climate change mitigation and resilience building. The key finding of the report is that climate change represents a significant obstacle to the sustained eradication of poverty, but future impacts on poverty are determined by policy choices: rapid, inclusive, and climate-informed development can prevent most short-term impacts whereas immediate pro-poor, emissions-reduction policies can drastically limit long-term ones.
