Book excerpt: Corpus-Based Analysis of Ideological Bias presents research combining a range of corpus-linguistic techniques which are employed to analyse how migration discourse is (re)constructed in the contemporary British press. Two specialised corpora containing 1,000 news reports, editorials, and opinion pieces from five major national British newspapers were collected and annotated for this research. The event separating these two corpora is the 2016 referendum on Britain’s membership of the European Union (EU). In its analysis, this book: employs both quantitative and qualitative analytical methods, with four case studies offering a broad perspective on how the topical socio-political issues of migration and asylum seeking are represented by left- and right-wing British newspapers; explores how newspapers reveal their political orientation and promote their political agenda by employing specific linguistic patterns and discursive strategies – in this case, in the representation of the key social actors within migration discourse; provides case studies that place a particular focus on the discourses surrounding European migrants and migration within the EU, which proved to be a very popular topic in the British press both before and after the 2016 EU membership referendum; and offers a comparative corpus analysis that seeks to ascertain whether media discourse regarding EU migration has changed in the wake of the referendum. This book is a useful source not only for students of English, linguistics, and media studies, but also for researchers in the fields of applied corpus linguistics, critical discourse studies, contemporary media analysis, and metaphor research.

According to the opinio communis within the LCA community, “Interpretation” is classified as fourth phase of the LCA framework. However, referring to ISO 14040, this book defines “Interpretation” according to its function in the LCA framework, and this means that “Interpretation has a much broader influence than generally accepted. It overarches goal and scope, inventory analysis and impact assessment. Conclusions are drawn from the results of the inventory and the impact assessment, and recommendations refer to the objective of the study, the goal and scope phase. Likewise to be considered are the defined framework conditions, the reasons for carrying out the study as well as the context of the intended applications and the target groups of the results). A second highlight of this book concerns “Interpretation” as discussed in conjunction with Critical Review and Reporting, which is an outstanding approach. The relationship between interpretation and critical review can be seen in the fact that interpretation is a kind of structured preparation of a critical review; in practice, the performance of a critical review can be made much easier if the preparers of a life cycle assessment study very carefully follow the requirements that are specifically placed on the interpretation. Because the critical review is the independent quality control of an LCA, the results improve the credibility of reporting. The critical review helps to avoid text weaknesses and potential misunderstandings because these aspects will easier be realized by independent readers from different viewpoints. The reviewers thus also represent the first readership of a study and can help to ensure that the specific requirements for good and clear reporting of life cycle assessments are met. Sound reporting needs clear conclusions.

Book excerpt: This is a study into how the public discourse on migrant integration in the UK changed from 2000-2010. The book shows that the discursive construction of integration in the British public sphere shifted from one of cultural pluralism to one of neo-assimilation, informed by a wider spread of neo-liberalism that necessitates self-sufficiency and discourages state assistance. Situated within the Critical Discourse Studies tradition, the book employs a Discourse Historical approach to the data and includes innovative analysis combining 'top-down' (policy documents and media texts) and 'bottom-up' (focus groups with migrants and new citizens) sites of discourse production. In doing so, it provides a broad and detailed perspective of public discourse on integration in the UK. The book shows that understandings of 'integration' are diachronically and synchronically fluid and as such, the term plays an important role as a 'consensus concept' that different actors can support whilst construing it in different ways. Analysis of the data further reveals that integration is interdiscursively linked to other social fields, such as the economy, terrorism and public spending. The book also argues that integration policy has become directed not just at new migrants, but also long-term British citizens and that this has the potential to have considerable impact on community cohesion.

Book excerpt: A Critical Account of Article 106(2) TFEU: Government Failure in Public Service Provision offers a sceptical perspective on how EU law applies to public services. Article 106(2) provides that other Treaty rules may be disapplied in order to sustain a Service of General Economic Interest (SGEI). The rhetorical presentation of Article 106(2) is as a strict exception. As a result, Article 106(2) is often presented as a threat to Europe's public service tradition. This book challenges those shibboleths by using the concept of government failure. It is concerned with instances of government intervention that are unnecessary, generate avoidable inefficiencies, or that can be bettered so as to realise general interest goals more efficaciously. As an element of the government failure critique, a market feasibility test incorporating the concept of market failure is used to expose laxity in the review of general interests under Article 106(2). Complementing that, the process of disapplying other Treaty rules under Article 106(2) is shown to have evolved from being strict to being highly indulgent of SGEI providers, with a relatively recent but only partial correction post Altmark. Overall, the strict exception label for Article 106(2) does not hold. Moreover, it is contingent and presents no legitimate general interest related threat to the organisation and delivery of public services. A comprehensive re-orientation of Article 106(2) on issues of proof is required, as is greater reliance on market counterfactuals, and much more careful separation of objectives and means in SGEI operation and design. Through these measures, the toleration of government failure can be stemmed and Article 106(2)'s contingency reduced.
